Data & Qualitative Analyst

Role overview

The Data & Qualitative Analyst plays a key role in supporting ACL/AoD-funded programs by handling data intake, preparation, cleansing, validation, interpretation, and reporting. The position also involves qualitative review of written and narrative content to complement quantitative analysis and strengthen program oversight, statutory reporting, performance tracking, and informed decision-making.

Core responsibilities

• Pull, reshape, standardize, cleanse, verify, and organize program datasets from ACL systems and other approved sources.
• Perform descriptive, diagnostic, comparative, longitudinal, cross-program, and qualitative reviews to uncover trends, gaps, patterns, and outcomes.
• Develop tables, written summaries, analytical conclusions, briefing documents, and decision-support materials for both technical and non-technical stakeholders.
• Assist with PPRs, State Plans, Annual Work Plans, performance measure reporting, Congressional inquiries, budget justifications, and related deliverables.
• Record data definitions, transformation steps, data lineage, business rules, assumptions, validation methods, and analytical constraints.

Experience and technical expectations

• Background in quantitative and qualitative analysis within Federal or comparable program reporting settings.
• Working knowledge of data cleansing, validation, reconciliation, quality assurance, metadata, documentation, version control, and reproducible analysis practices.
• Capability to identify, code, synthesize, and communicate themes and insights from narrative or text-based information.
• Experience creating analytical outputs, narrative reports, summaries, tables, and findings for executives, program teams, or public audiences.
• Comfort managing overlapping reporting deadlines and responding to both routine and urgent data requests with accurate, well-documented results.
