Role Overview
The People Operations Manager will be the operational lead for the People & Culture team, accountable for the full range of HR operations. This position focuses on payroll, compliance, employee lifecycle administration, policy oversight, and employee relations, with a strong requirement to operate in line with UAE Labour Law and internal policies. The role is central to ensuring smooth service delivery, accuracy in HR processes, and a positive employee journey from hiring to exit.
Key Responsibilities
- Take ownership of the complete People Operations function, act as the primary contact for operational HR matters, set up procedures and control measures, and continuously improve HR service delivery.
- Maintain strict compliance with UAE Labour Law, MOHRE requirements, and company policies, while handling investigations, grievances, disciplinary matters, and exits in a fair and lawful manner.
- Keep employee records, statutory filings, and compliance documentation accurate and current, coordinate with PROs and government authorities, and support periodic audits and policy revisions.
- Manage monthly payroll activities with a focus on accuracy and timeliness, respond to payroll-related queries, and assist with salary review and compensation cycles.
- Oversee the full employee lifecycle, including offer preparation, contract administration, onboarding, promotions, transfers, offboarding, probation confirmations, leave, attendance, and visa/work permit processing.
- Improve onboarding and offboarding experiences by planning pre-employment and induction activities, managing resignations, terminations, and final settlements, and using exit interview insights to strengthen retention and engagement.
- Serve as the main advisor on employee relations issues, help managers resolve conflicts and performance concerns, and ensure all matters are managed consistently and confidentially.

Requirements
- Bachelor’s degree in HR, Business Administration, or a related discipline; CIPD Level 5 or above, SHRM certification, or a master’s degree is strongly preferred.
- 7–10+ years of progressive HR experience, including at least 3 years in a senior position.
- Prior experience in Dubai is required, and experience in property, real estate, asset/facilities/owners association management, or professional services is a major advantage.
- Strong knowledge of UAE Labour Law, MOHRE regulations, Dubai government processes, immigration procedures, and local HR practices.
- Well-rounded functional exposure across HR operations, employee relations, payroll, compliance, recruitment, compensation and benefits, and performance management.
- Excellent written and spoken English; Arabic language skills are an added advantage.
- Strong leadership, communication, and interpersonal abilities, along with high attention to detail and the ability to prioritize effectively in a fast-paced setting.
- Proficiency with HR software and the MS Office suite.
Additional Information
This position is based in Dubai, United Arab Emirates, and is a full-time, on-site role. The role requires close collaboration with managers, employees, PROs, and government bodies to ensure seamless HR operations and compliance.
