Role overview
This position focuses on examining how data is created, moved, reported, and governed across the organization’s operations. The role is centered on improving data flows, clarifying business processes, and supporting the technical setup that enables accurate reporting and effective decision-making.
Core responsibilities
- Review existing information flows connected to job seeker retraining and job matching initiatives, and identify opportunities to strengthen data collection, processing, and reporting.
- Map and record the business processes that produce or use data, including end-to-end workflows, dependencies, and points of interaction between departments.
- Build a strong understanding of the technical environment behind data creation and handling, and explain how it supports business operations.
- Design and document access-control procedures and policies that protect data, maintain compliance, and close any gaps in current practices.
- Introduce measures to improve data quality so datasets remain accurate, consistent, and complete across the organization.
- Partner with relevant teams to define, apply, and monitor data quality standards and metrics.
- Work with stakeholders to refine existing processes so data is captured and used in a timely, reliable way for reporting and decision-making.
- Support the project by helping manage timelines, deliverables, and coordination, while keeping stakeholders updated regularly.
- Explain how data is reported, analyzed, and applied within the entity, and recommend reporting tools or enhancements where needed.
- Ensure that workflows and data-management practices align with government requirements for data governance and security.
- Collaborate with technical teams, leadership, and other stakeholders to align on process improvements, controls, and data-management practices.
Required qualifications and skills
- A bachelor’s degree in Information Technology, Business Analysis, Project Management, or a related discipline.
- At least 5 years of experience working as a Business Analyst or Project Manager, with preference for candidates from government or public-sector settings.
- Hands-on background in process documentation, data handling, and technical analysis.
- Strong project management ability, including planning, execution, tracking, and working with cross-functional teams.
- Practical experience in analyzing business processes and data flows.
- Sound understanding of technical architecture and how data systems support business activity.
- Ability to create and implement data-quality improvement actions and maintain high standards.
- Experience with access controls, security procedures, and compliance-related measures.
- Excellent collaboration skills for working with both technical and non-technical colleagues.
- Strong reporting and analytical capability for using data in business decisions.
- Clear communication skills in both English and Arabic, including the ability to simplify technical topics for non-technical audiences.
- A project management certification such as PMP is considered an advantage.
