Job purpose
This role is responsible for leading the Human Resources function and setting the technical direction needed to manage people operations effectively and efficiently in support of the Authority’s mandate.
Key responsibilities
- Contribute to the design and improvement of human resource policies, procedures, and strategic approaches that support the Authority’s objectives.
- Build and maintain human resource management information systems for the Authority.
- Supervise core HR activities such as recruitment, compensation, staff postings, discipline, welfare, career progression, and succession planning.
- Drive the consistent implementation of the Authority’s performance management policy.
- Coordinate capability development programs, including training needs analysis, training delivery, and support for service providers.
- Recommend and support organizational restructuring initiatives and management reviews.
- Promote a healthy industrial relations climate across the Authority.
- Oversee staff welfare matters in line with conditions of service.
- Prepare annual and periodic reports for the department.
- Assess and review the performance of staff reporting to the department.
- Contribute departmental inputs for the Authority’s annual budget preparation.
Qualification and experience
- A master’s degree in Business Administration, Human Resource Management, or another relevant discipline from an accredited tertiary institution.
- At least 10 years of relevant post-qualification experience, including a minimum of 5 years in a senior management role within a reputable organization.
- A professional human resources certification such as SHRM, CIPD, CIHRMP, or an equivalent credential.
Skills and competencies
- Sound understanding of employment legislation, regulations, and HR compliance requirements.
- Strong familiarity with public service HR rules, guidelines, and procedures.
- Proven ethical leadership capability.
- Change management and organizational development expertise.
- Strategic planning, research, and analytical ability.
- Negotiation, lobbying, and conflict resolution skills.
