Position Overview
The HSE Project Director is responsible for leading the site health, safety, and environmental management function to maintain a productive workplace and reduce risks to people, assets, and the environment. The role focuses on building a strong safety culture through training, structured programs, and effective processes, while ensuring compliance with applicable laws, client expectations, and internal standards.
This position carries significant decision-making responsibility and may influence organizational priorities, budgets, policies, procedures, work methods, and compliance programs.
Key Responsibilities
- Develop and implement HSE strategies across short-, medium-, and long-term horizons in line with business goals.
- Provide direction and leadership to strengthen HSE controls across the organization.
- Work closely with senior leadership to embed a culture centered on prevention, accountability, protection, and compliance.
- Ensure the HSE management system supports regulatory compliance and effective delivery of HSE requirements.
- Plan, oversee, and track HSE activities on projects according to the HSE plan and HSEMS requirements.
- Drive companywide and project-level HSE standards, programs, and objectives to promote awareness and safe working practices.
- Manage relationships with internal teams, external parties, and stakeholders to achieve HSE outcomes efficiently.
- Guide, support, and motivate the HSE team through active leadership and continuous engagement.
- Design and roll out HSE programs such as site orientation, recognition, and award initiatives for all project personnel.
- Monitor HSE performance indicators and recommend improvements when needed to meet organizational targets.
- Conduct gap assessments to identify differences between company practices, client requirements, and regulatory obligations.
- Lead investigations into incidents, accidents, and near misses, and prepare findings with corrective action recommendations.
- Support HSE improvement initiatives, safety campaigns, incident reporting, and closure activities in line with company and IMS policies.
Qualifications and Experience
- 15 to 18 years of experience working with large contracting organizations on mega projects.
- Strong working knowledge of health, safety, and environmental laws, standards, and industry best practices.
- Proven ability to lead strategic HSE planning and implement effective programs.
- Hands-on experience in risk assessment, incident investigation, and emergency response management.
- Excellent communication and stakeholder management skills for engaging internal and external audiences.
- Strong analytical and problem-solving ability to interpret trends, review performance data, and drive ongoing improvement.
- ERP exposure is preferred, with SAP functional knowledge considered an important advantage.

This role is based in Riyadh, Saudi Arabia and is a full-time onsite position.
