Project Engineering Manager (Offshore)

Role overview

An opportunity is open in Qatar for a Project Engineering Manager (Offshore) to lead the engineering delivery of one or more offshore project or work scopes. The role covers the full engineering lifecycle, including coordination of start-up activities, while ensuring strong performance in HSSE, quality, schedule, and budget. A key focus of the position is maintaining technical excellence across all engineering disciplines.

The office is focused on both brownfield and greenfield work, with particular interest in candidates who have hands-on experience in onshore oil and gas as well as offshore oil and gas environments.

Responsibilities

• Reduce technical incidents through effective controls, incident review, and lessons learned implementation.
• Spot risks and improvement opportunities, and act on them.
• Lead, guide, support, and supervise a multidisciplinary engineering team.
• Plan, organize, direct, control, and review the work of the engineering function.
• Support recruitment, transfers, performance management, succession planning, and promotions to meet team needs.
• Ensure the project has the right number of competent people in place.
• Oversee the engineering histogram to support workforce planning.
• Help maintain standards that encourage motivated and capable team members.
• Own the engineering content of project execution plans for assigned contracts and projects.
• Direct engineering and related project activities for the business group or project.
• Allocate resources efficiently and keep them effectively utilized.
• Work with clients to prepare specifications, clarify proposals, and present reports and findings.
• Assign, coordinate, and review technical work completed by teams.
• Manage project concerns such as cost, completion dates, and resource allocation.
• Provide expert resolution for issues and monitor how work is integrated.
• Review technical concepts for major projects.
• Personally solve complex technical problems when required.
• Resolve difficult conflicts and work with differing viewpoints.
• Facilitate agreements between parties with opposing positions.
• Handle unusual, non-routine, and sometimes novel issues.
• Take responsibility for major engineering problems and their resolution.
• Request functional support for projects or contracts when needed.
• Plan and manage engineering resources efficiently, including opportunities to improve margin and HVEC utilization.
• Act as process owner for engineering work.
• Create and roll out policies, standards, and procedures for engineering and technical activities.
• Apply current principles and help shape new policies and strategies aligned with organizational goals.
• Serve as a link for regulatory requirements, legal changes, initiatives, and industry technology developments.

Requirements

• At least 15 years of experience in discipline engineering.
• At least 5 years of experience with Wood or legacy Wood companies.
• Experience in EPCM contracts is considered an advantage.
• A balanced background in both technical and management responsibilities at the relevant level.
• Several years of supervisory experience, including understanding of people management, training, performance review, and health and safety.
• Deep knowledge of engineering theories and techniques and strong ability to apply them in managing engineering operations.
• Ability to represent the business and client professionally with external stakeholders.
• Strong interpersonal and communication skills, with the ability to influence people at all levels.
• Capability in forecasting people resources.
• Experience in recruitment, selection, employee communication, and performance management.
• Ability to implement standards and processes that drive engineering excellence.
• Good understanding of regulatory frameworks and related legislation.
• Up-to-date knowledge of industry and technology developments in the field.
• High level of expertise in engineering excellence.
• Ability to conduct audits and incident investigations.
• Strong project management skills.
• Skill in mediation and dispute resolution.
• Commercial and financial awareness.
