Engineer, Site Construction - Electrical

Role overview

This site-based electrical construction engineer role represents ArcelorMittal Tubular Products Jubail on location in Jubail, Eastern, Saudi Arabia. The position is focused on overseeing the EPC contractor’s electrical works to make sure they are executed safely, on schedule, and in line with approved drawings, technical requirements, and quality expectations. The scope covers power distribution, substations, MCCs, transformers, cabling, grounding, lighting, and the installation of electrical equipment.

Key responsibilities

• Track the contractor’s electrical construction activities to confirm alignment with IFC drawings, specifications, codes, and contract terms.
• Stay continuously present at site to oversee workmanship, work sequencing, and execution quality.
• Check cable installation activities, including routing, termination, labeling, and protection for power and control cables.
• Observe installation of transformers, switchgear, MCCs, panels, UPS systems, lighting, and small power systems.
• Inspect grounding, bonding, lightning protection, and earthing works.
• Assess electrical work plans, schedules, manpower deployment, equipment usage, and daily progress versus actual site status.
• Spot schedule slippage, productivity concerns, interface issues, and execution risks, then support corrective and recovery actions.
• Oversee QA/QC execution for electrical works, including inspections, testing, NCR closure, and punch-list completion.
• Witness electrical tests and checks such as megger tests, continuity checks, earthing resistance tests, and functional testing.
• Confirm receipt, storage, handling, installation compliance, and readiness of materials and systems for completion.
• Support energization, pre-commissioning, commissioning, and safe handover with operations, vendors, and other disciplines while maintaining strict HSE adherence.
• Prepare accurate site reports and technical inputs to assist the Construction Manager with variations and claims.
• Issue work permits in accordance with AMTPJ safety guidelines and the required checklist.
• Carry out joint site visits and risk reviews, and define mitigation measures before permits are issued.
• Attend contractor toolbox talks regularly as per the agreed work schedule.

Education and experience

• Bachelor’s degree in Electrical Engineering or a closely related discipline from an accredited university.
• At least 5 to 10 years of experience in industrial electrical construction projects.
• Background in a client, owner, or PMC site supervision capacity is required.
• Experience supervising EPC contractors on industrial power distribution systems, substations, MCCs, and electrical equipment.
• Exposure to steel plants, pipe mills, or other heavy industrial facilities is expected.
• Prior experience on industrial projects in Saudi Arabia or the GCC is preferred.

Required skills

Technical knowledge of industrial electrical construction methods, sequence control, drawing interpretation, QA/QC practices, site supervision, contractor oversight, planning, progress tracking, productivity analysis, recovery planning, reporting, coordination, Primavera P6 or MS Project, and MS Office.

Work expectations

The role requires continuous site presence, active coordination across disciplines and contractors, direct oversight of permit-to-work activities, and strong attention to safety, quality, and commissioning readiness.
