Role Overview

Saudi Pan Kingdom Company (SAPAC) is seeking a seasoned finance specialist to support the commercial and financial lifecycle of large infrastructure and utility developments. This position focuses on PPP transactions, project financing, bid preparation, model development, and execution through financial close.

What You Will Do

  • Study project economics by reviewing cash flows, cost build-up, tariff structures, and return metrics to assess feasibility and support investment decisions.
  • Design and implement funding solutions at both project and corporate level, covering debt, equity, and bridge financing.
  • Create, validate, and update detailed financial models that can be used for bids, financing, valuation, and project appraisal.
  • Work closely with lenders to manage precedent conditions, debt drawdown requirements, and all activities required to reach financial close.
  • Perform financial due diligence, highlight key exposures or warning signs, and suggest realistic mitigation actions.
  • Drive financial bid preparation, including pricing, tariff design, bid submissions, and alignment with RFP rules.
  • Develop approaches to improve tariffs, lower levelized cost, optimize funding structure, and enhance overall financial outcomes.
  • Handle clarifications and financial questions from authorities, lenders, investors, and other project stakeholders.
  • Support and lead commercial negotiations with off-takers, EPC contractors, O&M providers, lenders, investors, and other counterparts.

Experience and Background

The ideal candidate brings 7–12+ years of hands-on experience in project finance, PPP/PFI transactions, infrastructure investment, financial advisory, or transaction management. Prior exposure to construction environments and PPP projects is highly valued.

Applicants should have substantial experience building and maintaining complex financial models for infrastructure, utilities, water, wastewater, renewable energy, and power projects. Familiarity with lender engagement, debt structuring, CP tracking, and debt disbursement coordination is important for this role.

Experience raising project finance, equity bridge funding, corporate loans, and working with commercial banks, DFIs, ECAs, and similar funding sources is expected. The role also requires practical knowledge of financial due diligence, model reviews, refinancing, acquisition analysis, and investment assessment for large infrastructure and energy assets.

Candidates must also be comfortable with bid management for PPP, IWPP, IWP, ISTP, STP, renewable energy, and related infrastructure opportunities, including tariff formulation, cost optimization, and lender market sounding. A sound understanding of concession agreements, power and water purchase agreements, EPC contracts, O&M agreements, and financing term sheets is needed, along with experience negotiating with multiple project parties.

Education and Preferred Qualifications

A bachelor's degree in Finance, Economics, Business Administration, or a related field is required. A postgraduate or professional qualification such as an MBA, CFA, CA, ACCA, or an equivalent credential is preferred.
