Role Overview
The organization is looking for a seasoned and highly organized Estimator & Construction Project Lead to manage estimating and bid development for construction work across the US and Africa. The role covers accurate cost estimating, full bid-cycle coordination, project pipeline oversight, risk review, and close collaboration with internal teams to help deliver successful projects.
This position is especially suited to someone with strong technical knowledge of construction estimating and practical exposure to telecommunications construction, fiber optic construction and splicing, network infrastructure deployment, structured cabling, OSP/ISP work, and communication systems installation and maintenance.
Key Responsibilities
- Build detailed and reliable construction cost estimates covering labor, materials, equipment, subcontractor pricing, and indirect costs.
- Complete quantity takeoffs from drawings, specifications, and contract documentation.
- Prepare conceptual, preliminary, and final estimates based on the stage of the project.
- Keep estimating files well organized and preserve historical cost information for future use.
- Review plans, technical specifications, geotechnical information, and regulatory requirements relevant to pipeline and other construction work.
- Assess construction methods, production rates, site conditions, and project limits to create realistic budgets and timelines.
- Ensure estimates reflect industry standards, safety requirements, and client expectations.
- Own the bid process from RFP/RFQ review through final submission.
- Coordinate bid timelines, deliverables, and review sessions so proposals are complete and submitted on time.
- Examine contract language, scope details, and bid documents to identify commercial and operational exposures.
- Help shape proposal strategy to improve competitiveness and margin.
- Request, compare, and assess vendor and subcontractor quotes for completeness, scope fit, pricing accuracy, and compliance.
- Maintain productive relationships with suppliers, subcontractors, and industry partners.
- Negotiate rates and resolve scope gaps or exclusions where needed.
- Spot project risks, cost drivers, and scheduling constraints during the estimating stage.
- Develop contingency ideas and value-engineering options that can improve efficiency and profitability.
- Support project handoff discussions so execution teams understand estimate assumptions and risks.
- Guide and mentor junior estimators to support quality, consistency, and professional growth.
- Set estimating standards, best practices, and quality-control processes.
- Create a collaborative team culture that can perform under tight deadlines.
- Work with operations, engineering, procurement, and project management teams to confirm assumptions, labor productivity, schedules, and execution plans.
- Assist with preconstruction planning and project kickoff activities.
- Join client meetings, site visits, and pre-bid conferences when required.
Requirements
- At least 7 years of experience in construction estimating or a closely related heavy civil estimating role.
- At least 5 years of experience in telecommunications construction, fiber optic construction and splicing, network infrastructure deployment, structured cabling, OSP/ISP construction, or communication systems installation and maintenance.
- Solid understanding of the fiber optics construction business.
- Ability to transition between multiple projects.
- Strong knowledge of fiber optics and pipeline construction methods, equipment, materials, and installation practices.
- Hands-on understanding of telecommunications construction and related infrastructure work.
- Familiarity with industry regulations, permitting, environmental considerations, and safety standards.
- Ability to interpret engineering drawings, specifications, contracts, and technical documents.
- Capability to lead and estimate construction projects, especially fiber optics work.
- Proficiency with estimating software, construction management tools, and Microsoft Excel.
- Strong quantity takeoff and data analysis skills.
- Excellent mathematical, analytical, and problem-solving ability.
- Very strong attention to detail and a focus on producing accurate, profitable estimates.
- Strong verbal and written English communication skills for working with internal teams, clients, subcontractors, and vendors.
- Ability to think strategically, weigh risks, and contribute to bid decisions.
- Good organization and time management skills for handling multiple bids, projects, and deadlines.
- Experience with large-scale pipeline infrastructure, utility, oil and gas, water, or industrial projects is an advantage.
- Familiarity with scheduling software and project planning tools is preferred.
- A bachelor’s degree in Construction Management, Civil Engineering, or a related field is preferred.
- Work is a mix of office-based estimating and occasional field or site visits.
- Must be able to handle deadline-driven periods during active bid cycles.
- English language proficiency is required.
