About the Role

This position is for a Product Manager supporting the build and adoption of a centralised data discovery platform. The platform is intended to be the single trusted starting point for public officers across government to discover, evaluate, and request access to government data.

At present, discovery is spread across several platforms with different onboarding flows, user experiences, and go-to-market efforts. That fragmentation leads to confusion, duplicated effort, and missed opportunities to reuse data. The goal of this role is to make the platform the default first destination for anyone in public service seeking government data, while also coordinating across the ecosystem to make that outcome possible.

The role sits at the junction of product management, data governance, and cross-agency collaboration. You will shape the platform’s strategy and positioning, while also delivering day-to-day improvements across search, catalogue coverage, request flows, and integration with downstream delivery systems.

Key Responsibilities

  • Own and communicate a clear product direction for a central data discovery platform, keeping engineering, design, policy, and senior stakeholders aligned.
  • Shape and maintain the product strategy so the platform becomes the main gateway for government data discovery instead of a set of disconnected tools.
  • Work with programme leaders and partner agencies to build commitment and scale adoption across government.
  • Lead catalogue expansion by collaborating with agency data owners and platform teams to surface more datasets in one place, even where agencies keep their underlying systems unchanged.
  • Remove technical, operational, and incentive-related blockers that prevent datasets from being centrally discoverable, and create scalable ways to address them.
  • Partner with data owners to improve metadata quality and completeness so listings are genuinely useful for discovery.
  • Own the full discovery journey, from search and browse through evaluation, access request, and approval.
  • Use search analytics and user research to find pain points in the discovery flow and improve the experience through iterative, evidence-based changes.
  • Explore how AI and other emerging technologies could reshape how users search for and assess relevant data.
  • Make it possible for users to judge dataset suitability within the platform itself, without needing separate contact with data owners.
  • Consolidate the inter-agency request process into one trackable workflow, reducing fragmentation and improving visibility for both requestors and approvers.
  • Work with policy and governance teams to digitise and simplify approval steps so users can reach first access faster.
  • Enable data providers to handle approvals, rejections, and monitoring from a single console.
  • Investigate the gap between discovering a dataset and being able to use it in real work, and identify where access or integration friction occurs.
  • Define and test approaches that reduce effort from discovery to productive use without locking into a solution too early.
  • Build and execute a go-to-market plan that unifies user awareness around one discovery platform.
  • Maintain strong relationships with key agency stakeholders, including both data providers and data consumers, to support onboarding, usage, and feedback.
  • Use consolidated product usage data to generate insights that improve the platform and show value to programme leadership and partner agencies.
  • Define meaningful product metrics such as search success rate, time to first access, and catalogue coverage, rather than relying on vanity metrics.
  • Run experiments and user studies to test product decisions and help prioritise the roadmap.
  • Keep the product backlog clear, reasoned, and transparent, especially when communicating trade-offs to stakeholders.
  • Ensure the platform meets required security, performance, and data governance standards for a whole-of-government system handling sensitive metadata and access workflows.
  • Comply with applicable audits and governance requirements, including IM8, AGO, QMS, and related controls.

What We’re Looking For

Because the platform’s users are typically agency users, experience in public service or similarly complex institutional environments will be helpful. A disciplined approach, strong problem-solving ability, and a mindset of continuous learning matter more than formal credentials.

  • Proven product management experience, including ownership and delivery of products used at scale by varied user groups.
  • Experience driving adoption of a platform or tool in a multi-stakeholder environment without direct authority over all contributors or users.
  • Strong product judgment, with the ability to turn vague strategic goals into specific and prioritised decisions.
  • At least 3 years of experience working closely with engineers, designers, and data or platform specialists in cross-functional product teams.
  • Strong analytical capability and confidence using data to diagnose issues, test assumptions, and communicate performance.
  • Excellent communication and stakeholder management skills, including influencing senior leaders and building alignment across organisations.
  • Background in data cataloguing, metadata management, search and discovery products, or products used by developers or analysts.
  • Experience working with government agencies or large federated organisations where adoption depends on coordination across the ecosystem.
  • Working knowledge of data governance concepts such as stewardship, classification, and access control workflows.
  • Experience improving approval processes or workflow automation features.
  • Exposure to AI-assisted product features, especially in search or recommendation use cases.
  • Familiarity with government data policies, classification frameworks, and inter-agency sharing processes is a plus.
  • Understanding of the underlying data infrastructure and delivery mechanisms would be beneficial.
  • Awareness of the programme’s agency landscape, stakeholder relationships, and political context would also be helpful.

Requirements

  • Diploma or degree in Computer Science, Infocomm Technology, Engineering, or a related field, plus at least 5 years of relevant experience. More experienced candidates may be considered for more senior roles.
  • Previous experience in product management, IT business analysis, or application solution design and testing.
  • Experience with modern product delivery practices such as Agile, Design Thinking, and product-centric development is strongly preferred.
  • Professional certifications such as CITPM, COMIT, PMP, or Certified Scrum Master are an advantage.
