Position Overview
The Project Supplier Quality Manager oversees the setup and running of supplier quality management activities across every stage of an EPCIO project: engineering, procurement, construction, installation, and operations. The role makes sure that materials, equipment, and services from suppliers and subcontractors meet contract terms, technical specifications, and applicable regulations. Working with project quality, engineering, supply chain, and construction/commissioning teams, this person helps keep quality standards consistent from supplier screening through fabrication, delivery, and final handover documentation. The position is also key to reducing supply chain exposure, avoiding non-conformities, and supporting project quality, schedule, and cost targets.
Supplier Quality Strategy and Planning
- Create and maintain the Supplier Quality Management Plan so it aligns with the Project Quality Plan.
- Set supplier quality requirements, inspection coverage, and surveillance depth based on criticality reviews.
- Work with the Project Quality Manager and the Supply Chain package manager to build supplier surveillance plans.
- Help shape procurement and subcontracting strategies by adding quality risk reviews and previous lessons learned.
Supplier Qualification and Evaluation
- Lead or coordinate supplier qualification, assessment, and re-assessment with the project supply chain team, including technical fit, QA/QC capability, and historical performance.
- Take part in supplier selection and pre-award audits to confirm the supplier can meet project demands.
- Check that suppliers operate effective quality systems, such as ISO-based systems, and submit acceptable quality plans.
- Review supplier submissions such as Quality Plans, Inspection and Test Plans, and manufacturing procedures.
Supplier Surveillance and Inspection
- Set up and manage inspection and testing throughout fabrication and delivery.
- Plan inspection approaches such as shop inspections, FATs, third-party checks, and expediting activities.
- Make sure inspection obligations are written into purchase orders and subcontract agreements.
- Track progress against inspection and test plans and follow up on execution.
Quality Assurance and Compliance
- Confirm that all supplier deliverables satisfy contract requirements, project standards, and regulatory obligations.
- Track supplier QA/QC performance and verify compliance with approved procedures.
- Handle non-conformance reports, corrective and preventive actions, and root cause investigations.
- Assist with internal, external, client, and third-party audits to demonstrate compliance.
- Preserve traceability and quality records in line with Quality Dossier expectations throughout the project lifecycle.
Performance Monitoring and Continuous Improvement
- Define and monitor supplier quality KPIs established by the project.
- Run supplier performance reviews and drive improvement actions where needed.
- Own root cause analysis for supplier-related issues and work with suppliers on corrective measures.
- Encourage continuous improvement and lessons-learned sharing across the supply chain for equipment packages.
Documentation and Reporting
- Review and approve supplier quality documents such as ITPs, inspection reports, and SMDRs.
- Prepare routine updates on supplier quality status, risks, and mitigation actions.
- Support project close-out by completing final documentation and certification requirements.
Qualifications
- A bachelor’s degree in engineering, quality management, or a closely related discipline is required.
- At least 15 years of experience in QA/QC and/or supplier quality management within offshore oil and gas EPCI projects.
- Background in managing supplier quality across procurement, fabrication, and construction stages.
- Hands-on exposure to supplier inspection, expediting, and international supply chains.
- Experience working on large EPC projects with global suppliers.
- Strong understanding of quality management systems, including ISO 9001 and ISO 29001.
- Practical expertise with Inspection and Test Plans, supplier surveillance and audit methods, and non-conformance/CAPA systems.
- Ability to review engineering documents and technical specifications.
- Capability to assess supplier risks and define mitigation actions.
- Leadership skills for guiding supplier inspection coordinators and inspectors.
- Excellent communication and stakeholder management skills for working with clients, suppliers, and project teams.
- Strong analytical and problem-solving ability, especially for root cause analysis and risk management.
- Comfort working in a multicultural, multi-location project setting.
