Role overview

One Federal Solution is looking for a seasoned Continuity Subject Matter Expert to assist its Department of State Office of Emergency Management client. In this role, you will help advance Continuity of Operations (COOP) and emergency management efforts by contributing to the design, upkeep, execution, and improvement of continuity planning activities. The position is focused on enabling essential government functions to continue during disruptive events through planning, training, exercises, and operational readiness.

What you'll do

  • Support OEM mission needs tied to continuity and emergency management.
  • Join weekly coordination meetings and help advance continuity programs, policies, procedures, planning tasks, and emergency management initiatives.
  • Help create and present Continuity Briefings and Emergency Response Group (ERG) training for department staff and senior leaders.
  • Contribute to the creation, editing, and upkeep of COOP, Devolution, Reconstitution, and Continuity Framework plans, policies, and related support materials.
  • Research and assist with risk management plans, Bureau Emergency Action Plans, Business Process Analyses (BPA), and Business Impact Analyses (BIA).
  • Support the planning, coordination, and delivery of National Level Exercises (NLEs), continuity drills, and emergency preparedness activities, including objectives, scenarios, playbooks, After-Action Reports (AARs), and Improvement Plans.
  • Provide emergency management and continuity training to stakeholders across the department.
  • Offer technical support for mitigation, preparedness, response, and recovery work related to natural disasters, technology incidents, terrorism, accidental hazards, and CBRNE events.
  • Assist in emergency operations during live incidents and National Special Security Events (NSSE), including extended 24/7 contingency operations when needed.
  • Support National Continuity Program deployments and execution, including transportation coordination, logistics, alternate worksite operations, facility setup, and official government vehicle operations where authorized.

Requirements

  • A bachelor's degree, or at least five years of specialized experience in continuity planning, emergency management, or a closely related field.
  • Background supporting COOP, continuity planning, emergency management, or organizational resilience programs.
  • Experience developing or maintaining COOP, Devolution, Reconstitution, or Continuity Framework documentation.
  • Experience with BPA, BIA, risk management planning, or related emergency planning work.
  • Strong written and verbal communication skills, including the ability to prepare reports, plans, briefings, and training content.
  • Experience delivering or supporting emergency management training and exercises.
  • Ability to manage several priorities at once with strong attention to detail.
  • Proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, and database applications.
  • Experience handling data analysis, spreadsheets, presentations, and risk assessment documents.
  • Valid U.S. driver's license required.
  • Ability to travel occasionally for departmental needs.
  • Active Top Secret clearance and eligibility to obtain SCI access.

Preferred background

  • Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) credential.
  • Completion of FEMA Emergency Management Institute coursework in emergency management, emergency planning, COOP, or THIRA.
  • Prior experience supporting the U.S. Department of State or another federal emergency management organization.
  • Experience with National Level Exercises (NLEs), continuity exercises, or National Special Security Events (NSSE).
