About Pinnacle

Pinnacle Health is committed to improving access to high-quality healthcare for everyone, with a clear focus on equity for Māori, Pasifika, and the wider communities it serves in line with Te Tiriti o Waitangi. The organisation is not a conventional Primary Health Organisation; its purpose is to help people stay well by making primary healthcare easier to access and by reducing barriers that affect equity. It takes a proactive, wellness-driven approach and encourages fresh thinking and innovation.

The team is described as experienced, engaged, and highly collaborative, creating a strong workplace culture. As the organisation prepares for future change, it is looking for a Development Manager to help drive strategic improvement across the network.

The Opportunity

Reporting to the Deputy CEO, this role will work closely with District Managers, general practices, clusters of practices, extended care teams, and other partner organisations to identify, plan, and deliver development initiatives. The role is central to supporting change projects that strengthen sustainable health service delivery while prioritising equity and reducing health disparities, especially for Māori and Pasifika communities.

The position involves operating across individual practices, district-level groups, and the wider region, with a strong emphasis on influencing others, building relationships, and thinking strategically. Data visualisation tools and AI will be used as part of the day-to-day work. The role also requires applying sound development and improvement methods to investigate system issues and support practical solutions that improve equity, quality, safety, and patient experience in general practice.

Candidates from across Te Manawa Taki are encouraged to apply, and Taranaki-based applicants are particularly invited to consider the opportunity.

Key Responsibilities

  • Work with district teams, practices, and care groups to identify and deliver development projects and improvement initiatives.
  • Help ensure change efforts are aligned to sustainable service delivery and equity goals.
  • Support initiatives that reduce disparities and improve outcomes for Māori and Pasifika.
  • Use strategic thinking, collaboration, and relationship management to influence change across the network.
  • Apply development and improvement methods to address system challenges in general practice.
  • Use data analysis, data visualisation, and AI tools regularly to inform decisions and progress work.
  • Coach and support general practice teams through quality improvement and change processes.

About You

You will need a tertiary qualification in health, business, or a related field, or equivalent practical experience. You should also have formal training in improvement methodologies such as Improvement Advisor training, LEAN, or Six Sigma, along with evidence that these methods have delivered successful results.

A background in quality improvement and/or change management is essential, along with strong experience using improvement tools such as process analysis, data capture, data interrogation, root cause analysis, and creative problem-solving techniques. A proven record of delivering projects on time and within budget is also required.

Experience working alongside Māori and Pasifika leaders and communities to support their health aspirations is important. A Registered Health Professional status or a recognised business management degree is desirable.

What We Offer

  • A workplace grounded in whakawhanaungatanga, or connection, through strong relationships and shared understanding.
  • Ongoing learning and development, with active support for the growth of staff.
  • A collaborative culture focused on partnership with general practice, hapū, iwi, and other health organisations.
  • A strong commitment to cultural responsiveness and to upholding Te Tiriti o Waitangi.
  • A purpose-driven environment dedicated to improving access to healthcare and removing equity barriers.
  • Support for wellbeing through flexible working, medical insurance, employee assistance services, and free flu vaccinations.
  • Involvement in a broad range of services such as smoking cessation, screening, mobile immunisation, before-school checks, extended care, and school-based health services.
