Role overview
Euro Group Engineering in Saudi Arabia is seeking an HSE Specialist to oversee safety on traffic and road safety assignments, including major road construction, rehabilitation, and maintenance work. The position focuses on supervising contractor activities, carrying out safety audits and investigations, training the workforce, and supporting the rollout of effective safety management systems.
The selected professional will work across road construction, operations, and maintenance sites in multiple regions of Saudi Arabia, ensuring that all activities remain aligned with MOTLS safety standards, regulations, and project requirements.
What the job involves
- Oversee contractors’ work to make sure it follows MOTLS safety requirements, applicable regulations, and approved HSE plans.
- Carry out routine inspections at road construction, operations, and maintenance sites to spot hazards, unsafe conditions, and any deviations from compliance.
- Track daily field activities to confirm that safe methods are being followed, protective equipment is used correctly, and control measures are in place.
- Complete hazard identification and risk assessments, including Job Hazard Analysis (JHA), for all critical tasks.
- Investigate incidents and near misses, prepare thorough reports, and ensure contractors implement corrective and preventive actions.
- Conduct safety inductions and toolbox talks to strengthen awareness of MOTLS expectations and project-specific risks.
- Work with MOTLS representatives to stay aligned with ministry guidelines, reporting requirements, and compliance standards.
- Verify emergency preparedness by checking contractor compliance with emergency response procedures and drill participation.
- Monitor contractual HSE obligations so contractors meet all safety-related responsibilities and avoid violations or penalties.
- Keep complete HSE records, including inspection findings, incident logs, risk assessments, and compliance documentation.
- Help improve safety performance by identifying repeated issues, suggesting corrective measures, and encouraging a strong safety culture.
Experience and qualifications
- A diploma holder should have at least 3 years of relevant experience.
- A bachelor’s degree holder should have at least 1 year of relevant experience.
- Background in road construction, road operations, or road maintenance projects is required.
- Strong understanding of MOTLS safety standards, compliance rules, and contractor oversight is needed.
- Prior experience working with MOTLS is preferred.
- Must be able to work across several regions and supervise field operations.

- Clear communication skills for explaining safety expectations to contractors and project teams.
