Procurement Officer

Role overview

This position focuses on sourcing the materials, services, annual maintenance agreements, supplies, and equipment needed for Enova’s operations in the assigned country. The role is centered on securing quality purchases in a timely and cost-efficient way, handling the associated contract paperwork, and working closely with suppliers so business needs are met in line with approved procurement rules and standards.

Core responsibilities

• Assess procurement requirements for materials, services, annual maintenance contracts, supplies, and equipment across the assigned geography, and support the creation of purchasing plans that meet business timelines.
• Manage the tender process and all related records while ensuring alignment with approved policies and standards.
• Draft and structure requests for proposals and quotations, then review and compare supplier submissions.
• Identify and approach potential new suppliers.
• Support tender execution and purchase order creation as assigned by the line manager, including gathering competing vendor bids and securing favorable commercial terms.
• Help narrow down preferred suppliers based on quality, cost, specifications, and delivery/payment conditions, and share recommendations with the line manager so the most suitable vendor is selected in line with procurement policy.
• Collect requirements from sites, clarify technical details, arrange site visits, obtain proposals within deadlines, and update pricing in the system.
• Handle annual maintenance contract requirements by gathering scope of work, bill of quantities, and service level agreement details from the site, coordinating visits, obtaining proposals on time, and raising purchase orders.
• Collect site requirements, coordinate visits, gather proposals within the required timeline, and prepare commercial and technical comparisons.
• Support negotiation efforts with selected suppliers and vendors to secure better pricing and maximize discounts, helping the organization achieve savings and use budgets efficiently.
• Improve cash flow by negotiating stronger payment terms with vendors.
• Prepare monthly reports covering savings and other achievements.
• Track market trends, benchmark prices, identify major spending areas, and prioritize buying activities while making cost-optimization suggestions.
• Work with key suppliers to build effective partnerships and support negotiations.
• Liaise with internal teams to capture their procurement needs, specifications, and quantities, then follow up regularly to keep purchases on schedule.
• Coordinate with Accounts Payable to support accurate and timely invoice payments to suppliers.
• Follow up with Legal and Compliance on contract reviews, and implement required changes to ensure regulatory compliance.
• Observe all relevant departmental policies, SOPs, and instructions so work is carried out in a controlled and consistent way.
• Prepare timely and accurate reports as required by the department.
• Maintain the approved supplier list regularly and keep it updated with the strongest market options for easy reference.
• Take on other related tasks or assignments as directed.

Active commitment and accountability toward health, safety, environmental, and quality standards are mandatory. Clarification and guidance should be sought whenever needed.

The role requires building a proactive working relationship with authorities and supporting opportunities to improve service delivery.

Qualifications and experience

A Bachelor of Engineering degree in Electrical or Mechanical is required. The role calls for 1 to 3 years of procurement or sourcing experience. Knowledge of MEP services and materials procurement in the UAE is important, especially in technical procurement within facilities management or construction environments. Experience in MEP projects as a Quantity Surveyor is considered an added advantage.

Skills and personal attributes

The ideal candidate should present themselves professionally, be eager to learn and develop in a fast-moving environment, and show initiative with the ability to work independently. Strong collaboration skills are important, as is advanced ability in Microsoft Excel, including formulas, pivot tables, and data analysis. Familiarity with Power BI for reporting and dashboards is beneficial.
