Quantity Surveyor (Engineer)

Role Overview

This position is for a Quantity Surveyor to support project commercial and contractual activities for infrastructure and technology works in Ras Tanura, Eastern Province, Saudi Arabia. The role centers on measurement, billing, payments, variations, claims, and financial control across project execution.

Key Duties

• Prepare monthly running account bills for client submissions.
• Issue payment certificates for subcontractors and vendors.
• Review the bill of quantities against the specifications and extract quantities from drawings.
• Arrange recovery debit notes for rework or defective work in line with site recommendations.
• Obtain bill approvals and send approved documents to the accounts team for payment processing.
• Verify contractor-submitted measurements with the site team and process contractor invoices within the required timeline.
• Analyze pricing for non-BOQ or new items.
• Reconcile estimated quantities with quantities billed by the contractor.
• Manage the financial and contractual side of projects/programmes.
• Support all financial and contractual matters during the project lifecycle.
• Advise on measurement methods and calculate interim and final quantities.
• Take the lead in preparing variation orders.
• Take the lead in assessing claims.
• Provide guidance on contract matters linked to financial issues.
• Ensure all contractual obligations and requirements are complete and valid.
• Prepare monthly financial statements for reporting.
• Audit payments.
• Ensure valuations are submitted on time and are fully complete.
• Maintain detailed expenditure records.
• Prepare the final account with all required supporting records.

Qualifications and Experience

A bachelor’s degree in civil engineering or electrical engineering is required. The position calls for a total professional experience of 5 to 8 years or more.
