Role overview

The Business Analysis Manager is a senior leadership position responsible for shaping, strengthening, and standardizing the business analysis function across EGA and the Ras Al Khaimah government. In this role, you will also act as the lead senior business analyst on complex, high-priority, and strategically important initiatives.

This position serves as the government-wide lead for business analysis and as the main hands-on practitioner for the discipline. The role involves defining and overseeing standards, methods, tools, documentation, and working practices across both Waterfall and Agile delivery environments. You will be expected to set the quality benchmark for the organization through your own delivery work.

The position requires a strong understanding of government strategy, policy, regulations, and departmental operations. You will advise senior leaders and executive stakeholders, turning unclear and complex cross-government needs into structured, traceable, and business-focused requirements that support decision-making, solution design, delivery, and change.

This role combines strategic build responsibilities with ongoing operational ownership. You will create the operating model, governance approach, tooling, and standards for the function, while also leading a developing team of business analysts and personally handling the most demanding analytical work across the portfolio. The ideal candidate will be equally effective at setting direction and delivering detailed analysis, with the credibility to be seen as the organization’s strongest business analyst.

Responsibilities

  • Lead and mature the business analysis capability across EGA and RAK government.
  • Serve as the primary senior business analyst for complex and strategically significant initiatives.
  • Define, implement, and govern business analysis standards, methods, tools, documentation, and working practices.
  • Support both Waterfall and Agile delivery models with the right analysis approach and artifacts.
  • Develop a deep understanding of government strategy, policy, regulations, and operational structures.
  • Act as a trusted advisor to senior business and executive stakeholders.
  • Translate ambiguous, cross-government business needs into clear, high-quality, and traceable requirements.
  • Build and maintain the function’s operating model, governance, and tooling.
  • Lead and support a growing team of business analysts.
  • Own the most complex analytical assignments within the delivery portfolio.
  • Contribute to better solution design, delivery effectiveness, organizational change, and decision-making.
  • Work closely with delivery, architecture, QA, and technology teams to keep requirements aligned to business outcomes throughout delivery.
  • Support or lead business cases, feasibility studies, and investment assessments.

Requirements

  • A bachelor’s degree in Business Administration, Information Systems, Computer Science, Engineering, or a related discipline is required.
  • A master’s degree or other postgraduate qualification in a relevant field is preferred.
  • CBAP or the BCS International Diploma in Business Analysis is strongly preferred.
  • Additional credentials in Agile such as PMI-ACP or SAFe, or project management certifications such as PMP or PRINCE2, are considered an advantage.
  • 8 to 12 years of proven professional experience in business analysis, ideally in complex, multi-stakeholder, enterprise-level, or government settings.
  • Demonstrated senior-level, hands-on experience handling complex initiatives with multiple departments, policy or regulatory constraints, and major organizational change.
  • Proven ability to lift business analysis capability by defining standards, methods, documentation, and ways of working across teams or organizations.
  • Strong record of producing analysis that improves decision-making, solution design, delivery performance, and business change outcomes.
  • Experience working across Waterfall, Agile, and hybrid delivery models.
  • Ability to engage credibly with senior and executive stakeholders, manage ambiguity, balance competing priorities, and shape complex requirements.
  • Experience supporting or leading business cases, feasibility studies, and investment evaluations.
  • Experience partnering with delivery, architecture, QA, and technology teams to maintain traceability and alignment to intended outcomes.
  • Government or public sector experience is strongly preferred.
  • GCC regional experience is an added advantage.
  • English communication skills, both written and spoken, are essential.
  • Arabic communication skills, both written and spoken, are beneficial for stakeholder engagement in this government role.
