Role overview

This position is based in Al Ula, Madinah Province, Saudi Arabia, and reports to the Project Director. The City Environmental Operations Manager is accountable for the operational performance of service providers, contract compliance, and ongoing service improvement. The role also covers environmental compliance, waste management, pest control, and sustainability initiatives.

Core accountabilities

  • Lead operational review meetings to assess performance, resolve issues, and keep objectives aligned.
  • Set baseline measures for operational performance and ensure they match contractual commitments.
  • Build and run a performance management process that measures service providers against the scope of work, output requirements, and SLAs.
  • Put in place planned and spot audits and inspections to monitor provider performance.
  • Monitor KPI results and pinpoint opportunities to strengthen performance.
  • Maintain an operational risk register and ensure risks are identified, evaluated, and controlled.
  • Create and implement mitigation plans for operational risks and delivery challenges.
  • Ensure quality and compliance inspections are carried out to meet relevant regulations, codes, standards, and best practices.
  • Prepare and present monthly reports covering service delivery and performance management.
  • Spot recurring trends and initiate improvement plans that raise the quality and efficiency of service delivery.
  • Handle stakeholder engagement with clear communication and strong collaboration.
  • Collect feedback on service delivery and respond to concerns quickly.
  • Review service providers’ CAFM systems regularly to confirm contract compliance, system performance, and data integrity.

Education and knowledge

  • A bachelor’s degree in a relevant discipline, or substantial industry experience backed by proven technical capability.
  • Working knowledge of CAFM/EAM systems and asset management concepts.
  • Strong proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, Project, and Outlook.

Experience required

  • At least 15 years of relevant professional experience.
