Job description

Overview

Parsons is seeking a skilled Commercial Manager to join its Qatar-based team. This role focuses on leading commercial and contractual oversight for major infrastructure work, with an emphasis on strong contract administration, claims and risk control, and delivering commercial outcomes that represent strong value for money. You will work alongside project leaders to support delivery through planning, procurement, design, and construction.

Key Responsibilities

  • Prepare, review, revise where needed, and approve contractual documents such as main contracts, subcontracts, and commercial agreements.
  • Assess contract clauses and conditions to confirm procurement compliance, while negotiating fees and other commercial terms.
  • Develop and update commercial policies, procedures, and operating standards as required.
  • Oversee contract-related matters on large and complex construction assignments, including negotiation of major claims and variations.
  • Assist project executives, leaders, and managers in tracking and managing contracted service performance to ensure compliance and delivery.
  • Lead the contract administration team and supervise all contract administration activities.
  • Handle issues related to administration, claims, disputes, interpretation of contracts, and cost evaluation.
  • Create, implement, and maintain systems that monitor internal and external contracts, and resolve compliance issues promptly.
  • Advise on procurement strategy and recommend suitable contract and agreement forms.
  • Drive ongoing improvement in commercial processes, including contract drafting methods, systems, and procedures.
  • Spot potential claims, verify adherence to contract terms, and manage negotiation and settlement of claims.
  • Oversee or prepare claims, including quantifying and supporting losses arising from contractual breaches.
  • Recommend practical responses and strategies when contractual obligations are not met.
  • Supervise the financial side of contracts to maintain cost efficiency and value for money.
  • Manage payment certificate review and approval, subcontractor invoice processing, and client billing activities.
  • Ensure timely preparation of RFPs, Instructions to Bidders, General Conditions, Particular Conditions, and other legal or contractual documents.
  • Work with colleagues across departments to share and gather information needed by the PMO to monitor program and project status effectively.

Required Qualifications

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, or a closely related field.
  • At least 12 years of experience in prime contract administration and commercial management on large infrastructure projects.
  • Proven capability to work autonomously and under pressure, using sound judgment for commercial decisions that help move programs forward.
  • Experience leading contract administration teams and operating in a managerial role.
  • Strong understanding of contract law, procurement, claims handling, and dispute resolution on major projects.
  • Good interpersonal ability, including negotiation, consensus-building, and working collaboratively toward final project and commercial decisions.
  • Comfort working in a fast-moving, culturally diverse environment.
  • Background in managing commercial and contractual matters across the full project lifecycle, from planning through construction.

Preferred Qualifications

  • Professional certification and chartered status with a recognized international body such as RICS or an equivalent organization.
  • Strong commercial judgment and a high standard of performance for the role, the PMO, and the client program.
  • Experience in a PMO or program setting supporting multi-stakeholder, complex infrastructure programs.
  • Excellent written and spoken communication skills, with the ability to produce clear contractual correspondence, reports, and senior-level recommendations.
