Job Description
The primary objective of this role is to execute essential job duties and functions to enhance the Corporation's overall business performance, deliver value to shareholders and joint venture partners, minimize losses, and implement consistent, cost-effective solutions across various business lines, projects, and locations. This position may support one or more Contract Administrators with routine tasks and typically oversees up to ten non-complex contracts. The role ensures adherence to all statutes, regulations, and contract terms. Responsibilities include collecting information for contract-related reports and providing guidance on project and Fluor processes to junior contract administrators.
Responsibilities
- Assist in the pre-qualification of bidders, assessing capabilities, capacities, and financial standing, and monitor contractor adherence to Fluor’s Health, Safety, and Environmental (HSE), Quality, and Finance procedures.
- Establish and maintain comprehensive contract files according to Fluor’s established practices.
- Prepare, manage, retrieve, and disseminate records, reports, and documents necessary for corporate and Contract Management requirements.
- Facilitate the timely issuance, distribution, and response of information, invoices, and correspondence.
- Utilize reference systems for recording and maintaining project contract data.
- Undertake other assigned duties as required.
Basic Job Requirements
- Possess an accredited four-year degree or its global equivalent in a relevant field, coupled with four years of work experience, or a combination of education and directly related experience totaling eight years for non-degreed individuals. Specific locations may have additional qualification requirements to comply with local regulations.
- Demonstrate the ability to communicate effectively with diverse audiences, including management, colleagues, clients, vendors, and contractors.
- Exhibit job-related technical knowledge essential for successful job performance.
- Show capacity to learn and apply knowledge of applicable local, state/provincial, and federal/national statutes and guidelines.
- Possess a keen attention to detail and the ability to work efficiently and meet deadlines.
Other Job Requirements
- Engage in project functional audits.
- Develop meeting agendas and participate in project kick-off and alignment sessions.
- Create Project Contract Procedures.
- Develop standard contract templates for projects.
- Coordinate the timely distribution and response of documents to contractors.
- Manage and control Site Instructions.
- Participate in contract terms and conditions negotiations, coordinating technical scopes of work with project disciplines such as project controls, legal services, project management, construction, engineering, finance/accounting, and the client.
- Participate in internal Request for Proposal (RFP) processes, including RFP explanation meetings, pre-award contract meetings, final negotiations, and the drafting/finalization of contract documents.
- Analyze commercial aspects of proposals, coordinate technical proposal evaluations, develop final evaluations, prepare contract recommendations, and present them to the project team and/or client.
- Conduct post-award contract management, including evaluating contractor productivity, schedule adherence, managing contract changes, invoicing, and claims avoidance.
- Manage contract closeout, resolve outstanding issues, issue final modifications, process final invoices, and coordinate contractor performance evaluations.
- Liaise effectively with all levels of the project team and represent the company with internal and external management and corporate personnel.
- Proactively ensure contractor compliance with contracts, timely generation of progress reports, schedules, daily reports, and supporting documentation.
- Perform all other duties as assigned by supervisors to support project milestone achievement.
- Contribute to and promote the use of Fluor’s knowledge management portals and communities.
- Maintain current knowledge of the Company’s Contract Management Standards, programs, and goals through departmental training, Fluor University® training, and the Contract Management Framework.
Preferred Qualifications
- Hold an accredited degree or its global equivalent in Business, Construction Management, or Law, or possess equivalent experience.
- Demonstrate an understanding of technical terminology and developments.
- Apply technical skills and procedures effectively.
- Utilize strong oral and written communication skills.
- Possess effective administrative and organizational skills.
- Have foundational knowledge of contract types and terms.
- Understand and implement industry practices and procedures.

- Possess experience in contract management, subcontract administration, and/or procurement supporting engineering and construction projects.
- Have experience developing and negotiating contract terms and conditions for services, construction, engineering, materials, and equipment installation.
- Exhibit a strong understanding of contracting principles and legal terms and conditions.
- Maintain a broad understanding of the construction industry and contract language related to engineering, procurement, fabrication, and construction/construction management (EPFC/CM).
- Experience administering the request for proposal (RFP) process for contractors on heavy industrial construction projects.
- Proficient in intermediate computer and software skills, including word processing, email, spreadsheets, and electronic presentations.
- Possess good oral and written communication skills.
- Demonstrate attention to detail and the ability to work efficiently and meet deadlines.
