Role overview

This position is focused on shaping learning experiences and curriculum products for government leaders and public sector professionals. Working with programme delivery teams, you will turn client needs into practical, high-quality learning solutions that include training materials, case studies, simulations, facilitation tools, digital content, and other knowledge assets for senior civil servants and government agencies.

The role suits someone who can work independently, research complex issues with ease, and convert information into clear, engaging, and application-focused learning content for adult learners.

Key responsibilities

  • Build and refine curriculum assets for executive education, such as presentation decks, case materials, facilitation guides, simulation-based exercises, learning activities, and digital learning resources.
  • Research topics spanning governance, public policy, leadership, ethics, public sector administration, and institutional development.
  • Convert complex ideas into organised, engaging learning journeys designed for senior public sector participants.
  • Partner with programme teams to understand client expectations and create tailored learning solutions.
  • Own the curriculum development cycle from initial scoping and drafting through review and final delivery.
  • Work with outside experts, consultants, and content partners to produce specialist learning content.
  • Check and improve curriculum outputs to ensure they meet learning goals and instructional quality standards.
  • Support online learning initiatives and the use of learning management systems and other digital learning tools.
  • Keep curriculum materials, learning resources, and knowledge repositories current and well organised.

Requirements

  • At least 4 years of experience in curriculum development, instructional design, adult learning, or learning and development.
  • Background in creating learning content for adult and professional audiences.
  • Experience in public sector, civil service, government training, public policy, governance, higher education, or professional education settings.
  • Strong research, analysis, and writing abilities.
  • Ability to rapidly understand new subject areas and produce strong learning materials.
  • Experience designing both classroom-based and online learning programmes.
  • Working knowledge of learning management systems (LMS).
  • Good project management and stakeholder coordination skills.
  • Proficiency with Microsoft PowerPoint and Microsoft Word.
  • Comfortable working autonomously and balancing multiple priorities.
