Job description

About the team

Christchurch City Council is looking to strengthen its capital works delivery by bringing in an experienced Engineer’s Representative. The role sits within a professional and technical services environment and supports the delivery of important infrastructure work across the city.

About the role

You will act as the Engineer’s Representative for contracts governed by NZS 3910 and NZS 3916. The focus is on keeping projects moving to schedule, staying within budget, and meeting the required specifications. This role works closely with contractors, consultants, and internal teams to manage physical works contracts, especially those connected to new three waters assets.

  • Potable water reticulation
  • Wastewater reticulation, including pressure, vacuum, and gravity systems
  • Stormwater reticulation
  • Smart meter replacement programme

Key responsibilities

  • Oversee contract administration, including payment certification, variation approvals, and extensions of time.
  • Carry out the Engineer to Contract functions delegated to the Engineer’s Representative in Council contract templates, excluding dispute matters.
  • Provide practical technical and contractual guidance across the organisation.
  • Check and audit works intended to be transferred into Council-owned assets.
  • Help deliver projects through strong contract administration and relationship management.

About you

You will bring a civil engineering qualification, or equivalent substantial hands-on experience. You should have deep experience in contract management and construction supervision, ideally in an Engineer’s Representative or Engineer to Contract capacity. A strong understanding of NZS 3910 and NZS 3916 is essential, along with confident communication, negotiation, and stakeholder relationship skills. A full, current driver’s licence is required.

What’s on offer

This is an opportunity to contribute directly to shaping Christchurch while working in a collaborative public-sector environment. The council also offers training and development support, flexible working options, the chance to widen your exposure across the organisation, and a range of staff benefits.
