Role overview
The HSE Engineer will be responsible for making sure that health, safety, and environmental procedures are properly put into practice across the project site, including work carried out by DSA, contractors, and subcontractors. The role also includes promoting HSE awareness among the project team, supporting the HSE Manager, and ensuring that all departments work in line with DSA policies, stakeholder requirements, and applicable legal and local regulations.
Key accountabilities
This position works in coordination with the DSA Project Lead, HSE Manager, line managers, and officers. Depending on project needs, the HSE Engineer may support one or more projects, or take on strategic and special assignments as required. The exact scope of duties will be set together with the Project Director and agreed with the HSE Manager and line manager.
- Apply project HSE standards and ensure they are followed by contractors and other stakeholders.
- Make sure emergency procedures are prepared, communicated, and implemented.
- Perform scheduled and ad hoc HSE inspections and site audits with contractor HSE staff, then track and close out findings.
- Maintain DSA HSE records such as induction logs, training records, inspection reports, accident and incident logs, SVN, and other registers as needed.
- Handle HSE-related complaints and concerns raised by stakeholders.
- Review contractor HSE staff CVs and participate in interviews when required.
- Check that all personnel comply with the required safety rules and company procedures, and escalate violations to the line manager for action.
- Assess and report contractor and subcontractor compliance with project HSE requirements, contract obligations, legislation, and best practice.
- Escalate serious or unresolved safety concerns to the DSA line manager without delay.
- Organize and support regular safety training for employees in coordination with the HSE Manager.
- Support DSA HSE Officers and Managers with guidance on implementing HSE standards.
- Review contractor HSE plans and advise on updates to the site safety plan when necessary.
- Review contractor risk assessments and method statements and provide comments.
- Work with the HSE Manager to develop and update DSA HSE documentation, including the Safety File, HSE Plan, site risk assessments, office risk assessments, and office FLS risk assessments.
- Investigate accidents and incidents.
- Lead weekly safety meetings with the contractor and other relevant parties when needed, and issue minutes of meeting within 48 hours.
- Escalate unresolved or critical HSE issues, or lack of contractor action, during weekly progress meetings or through the appropriate escalation route.
- Monitor compliance with legal requirements affecting DSA teams and contractors, and advise accordingly.
- Report any site accident immediately to the DSA line manager and HSE manager so further action can be taken if necessary.
- Coordinate with and seek guidance from the DSA HSE Manager and line manager whenever required.
- For major issues, provide advice to the HSE team before issuing Safety Enforcement Notices or Prohibition Notices, and prioritize stopping any life-threatening activity before proceeding with administrative steps.
Qualifications and experience
- A bachelor’s degree in any discipline is required, preferably in safety management, engineering, or construction.
- Valid SCE certification is mandatory.
- NEBOSH International General Certificate or an equivalent Level 3 qualification is required.
- At least 10 years of experience in engineering consulting or construction projects is required.
- Strong working knowledge of OSHA and other relevant health, safety, and environmental regulations in the Middle East is essential.
Competencies

- Exposure to OHSAS 18001 implementation.
- Memberships or certifications from recognized professional bodies such as IOSH, IIRSM, or BCSP are preferred.
