Brilliant Corners, founded in 2004, delivers housing and housing-related support to people in California who are among the most vulnerable, especially individuals moving out of homelessness or institutional settings, or facing that risk. The organization develops, owns, and manages supportive multi-family housing and licensed residential care homes, and runs scattered-site supportive housing and clinical case management programs in partnership with developmental services, homeless services, veterans’ services, and health care organizations.

Department overview

The Operations Department serves as the operational backbone of the organization, helping ensure that housing services are efficient, compliant, and able to scale. The team supports internal systems, contracts, budgets, compliance, and other core functions that keep the agency operating smoothly and sustainably.

Working across teams, the department provides the structure and coordination needed to meet funder expectations, support staff, and strengthen the organization’s ability to adapt and grow.

What this role does

The Operations Manager owns daily operational execution, guides Operations Supervisors and/or senior staff, and helps ensure consistent service quality across programs. The role connects frontline work with broader strategy by turning organizational goals into effective workflows, performance systems, and process improvements.

It also involves improving efficiency, monitoring metrics, supporting compliance with funder requirements, and collaborating closely with Finance, Programs, and Data & Technology teams to enable scalable service delivery.

Key responsibilities

  • Oversee daily operational activity so applications, payments, and program services are processed accurately and on time, while handling escalations and more complex cases when needed.
  • Lead, coach, and support Operations Supervisors and/or senior staff by setting expectations, monitoring performance, and building team capability.
  • Review current workflows, identify bottlenecks, and introduce process upgrades, SOPs, and tools that improve consistency and scalability.
  • Track KPIs, prepare reports, and use operational data to guide decisions, strengthen accountability, and improve results.
  • Work with internal partners such as Programs, Data, Finance, and other stakeholders to solve operational challenges and keep service delivery on track.
  • Maintain compliance with funder rules, internal policies, and audit expectations, while keeping documentation complete and addressing risk areas proactively.
  • Take on additional tasks and responsibilities as needed to support team and organizational goals.

Experience and qualifications

  • At least 3 years of experience in operations, program administration, or a closely related field.
  • At least 3 years of management or supervisory experience.
  • Prior work in compliance-heavy or government-funded settings is preferred.
  • Background handling financial processes, payment workflows, or fiscal intermediary models is preferred.
  • Strong leadership background with experience managing teams and improving performance.
  • Ability to convert strategy into practical processes and measurable outcomes.
  • Strong analytical and troubleshooting ability, with careful attention to detail.
  • Excellent organization and time management skills, including the ability to balance competing priorities.
  • Clear communicator with strong interpersonal skills and a collaborative approach across teams.
  • Comfort using data systems and reporting tools such as Salesforce, Intacct, and Excel.
  • Good judgment, accountability, and flexibility in a fast-moving environment.

Physical requirements

This position requires the ability to move around for tasks that may include standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. It also involves sitting for extended periods of up to 6 to 8 hours per day. The role may require safely lifting, carrying, pushing, or pulling light to moderate items weighing up to 15 pounds. Strong mental focus is also needed for analytical reasoning and reviewing documents.

Compensation

The stated salary range for the role is $80,000 to $101,809 per year. The actual hiring range for this opening is $80,000 to $82,000 annually. This is an exempt position.
