Job description

About the Role

Kaizen Asset Management Services delivers integrated solutions for real estate asset management, property management, owners association management, and facilities management across the UAE. The company emphasizes strong operational standards, regulatory adherence, and a positive experience for both clients and employees. It is hiring an experienced and highly detail-focused People Operations Manager to support the People & Culture function and take ownership of operational HR delivery across the business.

In this role, you will act as the operational hub for People & Culture. You will be responsible for day-to-day HR operations such as payroll, compliance, employee lifecycle administration, policy oversight, and employee relations. The position requires ensuring smooth service delivery, accurate processes, and full alignment with UAE Labour Law and company policies. You will also serve as a trusted advisor to managers and employees, helping build consistency, improve processes, and maintain a strong employee experience from joining through exit.

Key Responsibilities

  • Own the People Operations function end to end, acting as the key contact for operational HR matters and setting procedures, controls, and standards that support efficiency and continuous improvement.
  • Maintain full compliance with UAE Labour Law, MOHRE requirements, and internal policies; handle investigations, grievances, disciplinary matters, and exits in a lawful and fair manner; keep statutory records accurate; coordinate with PROs and government entities; and run periodic compliance reviews and policy updates.
  • Manage monthly payroll processing with accuracy and timeliness, respond to payroll-related questions, and assist with compensation activities and annual salary reviews.
  • Oversee the complete employee lifecycle, including offers, contracts, onboarding, promotions, transfers, offboarding, probation reviews, confirmations, leave, attendance, and visa/work permit administration, while ensuring employee records and HR systems remain current.
  • Improve onboarding and offboarding experiences by planning and refining induction activities, managing pre-employment requirements, handling resignations, terminations, and final settlements, and using exit interview insights to support retention and engagement improvements.
  • Lead employee relations as the first point of contact for workplace concerns, support managers in handling conflict and performance issues, and ensure all matters are resolved confidentially, consistently, and in line with legal obligations.

Skills & Competencies

  • Strong communication, influencing ability, and stakeholder management
  • Analytical thinking, problem-solving, and sound decision-making
  • Mindset for process improvement and operational excellence
  • Ability to create effective partnerships across the business
  • Adaptability, resilience, and good professional judgment
  • HRIS administration and system oversight
  • Advanced Excel, reporting, and dashboard preparation
  • Process mapping, documentation, and workflow design
  • Data analysis and record accuracy
  • Policy creation, implementation, and governance

Requirements

  • A bachelor’s degree in HR, Business Administration, or a related discipline is required; CIPD Level 5+, SHRM certification, or a master’s degree is strongly preferred.
  • 7 to 10+ years of progressive HR experience, with at least 3 years in a senior position, and a proven track record in the Dubai market.
  • Experience in property, real estate, asset management, facilities management, owners association management, or professional services is a strong advantage.
  • Strong knowledge of UAE Labour Law, MOHRE regulations, Dubai government procedures, immigration processes, and local HR practices.
  • Well-rounded functional knowledge across HR Operations, Employee Relations, Payroll, Compliance, Recruitment, Compensation & Benefits, and Performance Management.
  • Excellent English communication skills in writing and speaking; Arabic is an added advantage.
  • Strong leadership, interpersonal, and organizational skills, with the ability to manage multiple priorities in a fast-paced environment.
  • Comfortable using HR software and the MS Office suite.
