Job description
Role overview
This position sits within NTT DATA’s Applications delivery function and is focused on keeping resource supply aligned with business demand. The role is responsible for giving clear, timely visibility into staffing demand, allocations, skills coverage, availability, bench strength, release forecasts, open requisitions, sourcing activity, and offshore capacity.
The mission of the role is to help the Applications business commit only to work it can realistically staff and deliver, while also improving utilization, limiting last-minute allocations, protecting scarce skills, and enabling capability development.
Key responsibilities
- Maintain the core resource records for Applications, including the master resource list, skills matrix, allocation log, bench view, leave status, and 4-, 8-, and 12-week release forecasts.
- Lead the weekly Resource Council to balance incoming demand against available internal staff, offshore capacity, bench resources, vendors, and hiring options.
- Monitor approved-project demand, strong-pipeline opportunities, red-project recovery needs, service request demand, and capability-building initiatives.
- Spot over-allocation, staffing clashes, urgent assignment risks, long-assigned resource risks, and gaps in backup coverage for critical subject matter experts.
- Partner with Practice Leads to keep skills, proficiency levels, certifications, domain knowledge, and SME details accurate and current.
- Work with Deal Assurance to confirm delivery capacity and staffing confidence before proposals are submitted or delivery commitments are made.
- Coordinate different staffing routes such as redeployment, offshore support, vendor staffing, contractors, and hiring requests.
- Share capacity-gap insights with Portfolio and Performance teams, and provide capability-building signals to Practice and Delivery leadership.
Experience and skills needed
- Background in resource management, workforce planning, PMO operations, delivery operations, or capacity planning within IT services.
- Strong understanding of project staffing, allocation practices, utilization management, bench handling, skill matching, and delivery prioritization.
- Ability to work effectively with Practice Leads, Delivery Leads, project managers, and sales teams to resolve staffing conflicts in an objective way.
- Advanced Excel skills, working knowledge of Power BI or similar resource dashboards, and comfort using Microsoft 365 tools.
- Good facilitation and negotiation skills, especially in a matrixed organization.
Preferred background
- Experience tracking onshore and offshore resource availability, along with vendor and contractor capacity.
- Exposure to skills matrices, capability planning, resource forecasting, and utilization governance.
- Experience in application delivery, managed services, or systems integration environments.
Tools and platforms
- Microsoft 365 tools such as Teams, SharePoint, Lists, Planner, Forms, and PowerPoint.
- Excel and Power BI for analysis and reporting.
- PPMS or a similar project reporting tool, where relevant.
- ChatGPT Enterprise for controlled productivity support and analysis assistance.
