Job description

Role summary

This position is responsible for providing process safety expertise, advisory support, and regulatory guidance to the plant. The main objective is to help the site move toward zero process safety incidents, maintain incident-free performance, and stay fully aligned with OSHA Process Safety Management requirements, the Operational Excellence System, and Responsible Care® standards.

Key responsibilities

  • Promote a strong process safety culture at the facility and support the Journey to Zero objective.
  • Drive adherence to OSHA Process Safety Management requirements.
  • Oversee the Management of Change and Pre-Startup Safety Review process so that every change is properly assessed, controlled, and recorded.
  • Facilitate process hazard analyses, layer of protection analyses, quantitative risk assessments, facility siting reviews, and related risk identification and mitigation studies using suitable standards and methods.
  • Participate in or lead root cause analyses to determine underlying causes and stop repeat incidents.
  • Keep Process Safety Information documents current and complete.
  • Assess all events for process safety implications and highlight opportunities for improvement.
  • Create and monitor corrective action plans for process safety gaps using relevant metrics and reporting tools.
  • Collect, review, and interpret process safety KPIs to drive ongoing improvement.
  • Assist in deploying equipment reliability initiatives across departments.
  • Coordinate with parent organizations on the rollout of updated or newly issued process safety standards.
  • Lead facility siting activities in line with company expectations and regulatory obligations.
  • Ensure critical process safety procedures are followed consistently.
  • Recommend and implement enhancements to strengthen PSM processes and embed them into day-to-day operations.
  • Coach teams on identifying process safety issues and resolving them effectively.
  • Organize and support internal PSM audits and regulatory inspections.
  • Help implement Operational Excellence systems and the Responsible Care® RC-14001 Environmental Management System.
  • Identify OE and RC shortfalls and drive corrective and continuous improvement actions.
  • Build work practices that incorporate OE and RC requirements into operational routines.
  • Coordinate compliance assurance work such as audits, performance reviews, and self-assessments.
  • Use action tracking and compliance tracking tools to ensure gaps are closed on time.
  • Develop and deliver process safety training programs.
  • Run awareness activities such as safety campaigns, alerts, lessons learned, and workshops.
  • Offer technical guidance on process safety compliance and risk-based decision-making.
  • Improve departmental systems and procedures based on international best practice.
  • Contribute to section policies and procedures that support business needs.
  • Support consistent application of policies and standards across operations.
  • Ensure all regulatory and internal QHSSE requirements are met to maintain safe, quality-focused operations.
  • Prepare accurate reports and submit them on time in line with departmental expectations.
  • For expatriate staff, contribute to the development of Qatari employees.

Qualifications and experience

  • A bachelor’s degree in Chemical Engineering or Mechanical Engineering is required.
  • A master’s degree in Process Safety, Chemical Engineering, or Mechanical Engineering is preferred.
  • 5 to 7 years of relevant experience in the Oil & Gas sector is required.
  • Experience in the petrochemicals industry is preferred.
  • Applicants should have knowledge of the OSHA Process Safety Management standard.
  • Experience with PHA facilitation and HAZOP/LOPA concepts is required.
  • Root cause analysis facilitation skills are required.
  • Working knowledge of regulatory requirements such as OSHA and NFPA is needed.
  • English proficiency is required.
  • Arabic working knowledge is preferred.

Additional information

The role supports a major industrial plant environment in Ras Laffan, Qatar. It is a full-time, onsite position focused on process safety leadership, regulatory compliance, continuous improvement, and capability building across the organization.
