Role overview

This opportunity is for a Weigh Station Operations Expert to support technical assistance aimed at improving freight movement efficiency and predictability along Uganda’s Northern Corridor while preserving strong axle-load enforcement. The assignment focuses on building a comparable starting-point assessment across relevant weigh stations and their access routes, then using that evidence to shape practical operational and process upgrades. The work relies heavily on engagement with public institutions and private corridor users.

The assignment is structured in three stages: an initial baseline review through interviews and consultations, a second stage that strengthens the analysis through Public Private Dialogue and peer learning between Ugandan and Kenyan officials, and a third stage in which the GG ICR Facility provides technical assistance to introduce immediate improvements at one pilot location.

Key duties

  • Carry out an on-site, end-to-end mapping of the station process from arrival through exit, including diversion handling, static inspections, enforcement steps, and data capture.
  • Develop a standardized set of SOPs covering inspection and weighing steps, exception handling, roles and responsibilities, required data fields, job aids, and guidance materials for drivers such as posters.
  • Identify practical, site-specific improvements such as layout suggestions, queue and site management measures, and shift or role planning, with preference for actions that do not require procurement.
  • Contribute to the Kenya peer-learning exchange on calibration and operating practices, prepare a technical note, and incorporate UNBS and calibration requirements into the SOP framework.
  • Support pilot rollout through 2–3 weeks of coaching on the job across different shifts, refine SOPs, establish monitoring arrangements, and create a security checklist with security personnel.

Candidate profile

  • A technical qualification in engineering such as transport, electrical, or mechanical engineering, or equivalent long-term practical experience in weigh station or axle-load control operations.
  • At least 8 years of experience in planning, running, or improving weigh stations in sub-Saharan Africa, including writing SOPs or operations manuals and delivering training.
  • Working knowledge of calibration and maintenance systems, documentation practices, inspection schedules, and collaboration with standards organizations.
  • Proven experience introducing integrity and fraud-prevention controls in station operations, such as dual-check procedures, rotation planning, and digital logging.
  • Strong background in training and coaching frontline teams in shift-based operational settings.
  • Preferred familiarity with WIM and HS-WIM systems versus static and portable alternatives, including how these affect throughput and error risks.
  • Preferred experience with on-site safety, traffic-flow controls, and coordination with security staff.
