Role Summary
This is a technical fire safety leadership role that works closely with an external engineering firm and maintenance contractors. The position is responsible for keeping fire safety documentation current, coordinating inspections, monitoring compliance, and ensuring that buildings, systems, and people meet the required safety and fire protection standards.
Key Accountabilities
The Fire Safety Manager/Engineer must maintain the latest safety and fire protection plans, along with the fire systems risk assessment prepared by an engineering office. A safety record must be kept in paper or electronic format, documenting all periodic inspections and maintenance activities for fire and safety equipment, including inspection dates, the authority performing the work, repairs, and other relevant details. This record must always be available for Civil Defence review.
The role also requires notifying Civil Defence of the dates scheduled for preventive maintenance of fire safety systems so that an inspector may be present if needed. The manager is legally responsible for defects, violations, or lack of readiness unless Civil Defence has been informed in writing and all possible corrective measures have been taken.
The position includes implementing safety, prevention, and fire protection requirements in line with regulatory obligations, retaining approved evacuation and safety plans for the buildings and offices, and ensuring all necessary engineering approvals are kept on file. In addition, the manager must complete at least 15 hours of annual fire systems maintenance training through an accredited organization.
Inspection and maintenance activities must be carried out alongside the administration’s contracted maintenance teams, while following the engineering risk assessment and consultant requirements. This includes reviewing and supporting the upkeep of fire pump room systems, fire alarm systems, detectors, ASS systems, FACPs, escape-route fire drawings, extinguishers, PFE, clean gaseous suppression systems, UPS room safety, and electrical room safety.
Responsibilities
- Share semi-annual inspection and follow-up reports with Civil Defence for the sites and buildings, comparing findings against the engineering risk assessment, maintenance records, and regulatory requirements.
- Carry out daily and scheduled inspections based on the approved safety plan to review fire prevention and protection equipment, including alarms, extinguishing systems, smoke control, fire extinguishers, hose reels, valves, nozzles, hydrants, and emergency exits, while also checking water pressure in firefighting pipelines and overall readiness at all times.
- Prepare daily reports covering observations made during inspections and the corrective actions taken.
- Track maintenance activity for both manual and automatic fire systems, including alarm-related equipment.
- When restoration, alteration, or expansion work is taking place, ensure that the site continues to meet safety requirements and that all workers follow fire and safety procedures.
- Immediately escalate any hazard, non-compliance, malfunction, or system failure involving alarms, fire suppression, or smoke control to senior management and Civil Defence if it cannot be resolved quickly.
Requirements
- Qualification in fire safety prevention/protection through NEBOSH, NFPA, OSHA, or an engineering background, or equivalent certification aligned with SBC 201 and 801.
- Membership with the Saudi Council of Engineers.
- At least 3 years of hands-on field experience in safety, prevention, and fire protection.
- Experience as a fire safety trainer.
- NEBOSH management certification in HSE and fire safety is required.
- Knowledge of or certification in SBC 201 and 801 is mandatory.
Additional Information
The role includes a legal duty to maintain compliance and readiness of fire systems and to keep Civil Defence informed where required. The job also involves coordination with contractors and engineering consultants, as well as ongoing oversight of training, documentation, and site safety controls.
