Role Overview

Blue Water Thinking is hiring an experienced Senior Trainer to support the Department of Veterans Affairs. This position focuses on planning, building, and delivering test administration support, learning management activities, customized subject-matter training, and educational programs across instructor-led and web-based formats for Veterans Health Administration initiatives.

Key Responsibilities

• Direct the design, coordination, preparation, and delivery of instructor-led and online training programs for VHA operational, clinical, and technology-related initiatives.
• Assess training needs and evaluate knowledge, communication, and performance gaps across user groups and stakeholders.
• Convert learning needs into workshops, curriculum, remedial learning content, and other training solutions.
• Create and update training assets such as workbooks, facilitator guides, participant handbooks, job aids, presentations, and supporting learning materials.
• Build and manage standard as well as customized training offerings based on organizational priorities, project needs, and adult learning methods.
• Administer LMS activities including course setup, learner enrollment, tracking, reporting, and routine maintenance.
• Maintain training databases, records, performance metrics, and reports for program oversight and compliance.
• Deliver interactive in-person, virtual, and digital learning sessions for clinical, operational, technical, and leadership audiences.
• Coach trainers, users, and stakeholders to strengthen understanding and support adoption of new processes and systems.
• Handle training administration tasks such as scheduling, communications, logistics, documentation, and status reporting.
• Work with subject matter experts, clinical personnel, project teams, and leadership to ensure training content reflects current workflows, policies, and best practices.
• Support test administration, user readiness, and change management efforts tied to system rollouts and enhancements.
• Measure training effectiveness through assessments, feedback, and performance analysis, and recommend improvements.
• Participate in meetings, working groups, committees, and stakeholder forums to contribute training expertise and recommendations.
• Prepare presentations, demonstrations, briefings, and progress updates for project teams, leadership, and client stakeholders.
• Act as the training lead on assigned efforts, delivering high-quality training outputs on schedule.

Requirements

• Bachelor’s degree.
• At least 8 years of experience in training support, instructional design, workforce development, learning management, or a related area.
• Hands-on experience delivering instructor-led, virtual, and web-based training for adult learners.
• Background in training needs assessment, effectiveness evaluation, and development of training content and curricula.
• Experience managing LMS platforms, training databases, or similar training administration tools.

Preferred Experience

• Clinical experience and familiarity with healthcare delivery environments.
• Experience training users on Oracle Health (formerly Cerner) electronic health record systems.
• Prior work supporting training for the Department of Veterans Affairs, Veterans Health Administration, or other federal healthcare organizations.
• Experience leading large training initiatives, training teams, or enterprise adoption programs.
• Knowledge of adult learning theory, instructional design practices, training evaluation, and change management.
• Experience supporting healthcare IT implementations, modernization projects, system deployments, or EHR transitions.
• Strong skills in facilitation, presentations, communication, and stakeholder engagement.
• Experience developing eLearning, virtual learning, and blended learning content.
• Proficiency with Microsoft Office, collaboration platforms, learning technologies, and training development tools.
• Ability to manage multiple priorities, work independently, and lead cross-functional efforts in a fast-moving environment.
• Experience presenting to executive leaders, senior stakeholders, and large groups.

Eligibility

Applicants must already be legally permitted to work in the United States without employer sponsorship now or in the future. Candidates must also be eligible to obtain and maintain the required federal public trust clearance.

Compensation and Benefits

The salary for this role depends on factors such as location, the candidate’s combination of knowledge, skills, competencies, and experience, along with contract affordability and internal requirements. The stated salary range is $95,000 to $125,000.
