Role Overview
The Human Resources Manager is the most senior HR authority at ProSync and is responsible for leading the full spectrum of human resources operations. This position combines strategy and day-to-day execution to support a distributed workforce serving Department of Defense and Navy clients. The role focuses on building effective people practices, strengthening compliance, improving HR processes, and fostering an engaged remote team.
HR Operations, Compliance, and Risk Control
- Act as the main point of contact for employees and managers on HR policies, employee relations matters, and general people operations.
- Ensure adherence to federal, state, and local employment requirements, with deep expertise in California rules covering wage and hour, meal and rest breaks, leave administration, pay transparency, PTO, termination, and related topics.
- Monitor compliance for a multi-state workforce across California, Maryland, Virginia, Hawaii, Florida, New Mexico, Delaware, and additional states as needed.
- Own company policy creation and revisions, including the Employee Handbook and any state-specific supplements.
- Prepare and file required HR compliance reports such as VETS-4212, EEO-1, ACA, and OSHA 300 logs.
- Support government contracting compliance, including SCA, OFCCP, wage determinations, and audit preparedness.
- Handle employee relations investigations, corrective actions, and broader risk reduction efforts.
- Manage I-9 verification, work authorization records, personnel file accuracy, and general HR documentation practices.
- Assist with internal and external audits, including HR, payroll, ISO, and government contract reviews.
- Perform recurring payroll and personnel audits, with particular attention to California payroll accuracy, PTO accruals, leave without pay tracking, and retroactive pay corrections.
Benefits and Total Rewards
- Administer benefit offerings including medical, dental, vision, life, voluntary benefits, and the 401(k) plan.
- Plan and execute open enrollment communications and rollout activities.
- Manage compensation changes, salary analysis, and pay accuracy across multiple states, especially California.
- Oversee leave programs such as FMLA, ADA accommodations, and state-specific leave entitlements.
- Communicate clearly and proactively so employees understand benefit options and total rewards programs.
Talent Acquisition, Onboarding, Offboarding, and Workforce Planning
- Work with recruiting to support compliant and efficient hiring for technical and cleared roles tied to federal customers.
- Lead workforce planning efforts by forecasting staffing needs, identifying gaps, and aligning talent with mission and contract requirements.
- Improve onboarding and offboarding processes to create a consistent and high-quality experience for employees across locations.
- Oversee documentation, policy training, system access setup, benefits enrollment, and first-day readiness.
- Maintain and enhance the Individual Development Plan workflow and contribute to succession planning activities.
- Track and report HR metrics such as turnover, hiring speed, demographics, DEI trends, and engagement indicators.
- Contribute HR-focused content to proposals and related business development materials.
Employee Experience, Culture, and Engagement
- Drive culture and engagement initiatives for a remote, distributed workforce.
- Coordinate events, recognition efforts, surveys, and wellness programs.
- Manage SWAG inventory, distribution, and new-hire welcome materials.
- Create and deliver HR communications and employee education campaigns.
Federal Contracting and Program Support
- Assist with contract transitions, workforce mapping, phase-in and phase-out activities, and customer-facing workforce expectations.
- Maintain HR and recruiting metrics that support contract reviews and CPARS reporting.
- Ensure HR deliverables tied to contracts are completed accurately and on schedule.
- Advise Program Managers on workforce planning, performance issues, and employee development needs.
- Support veteran hiring efforts and strengthen employer branding within the federal contracting market.
HR Systems, Technology, and Cross-Functional Leadership
- Own the HR functions within Unanet for timekeeping/project accounting and Paycom for HRIS, payroll, benefits, and time and attendance.
- Drive automation, workflow improvement, and digitization of HR policies and processes.
- Maintain SharePoint-based HR sites, dashboards, policy repositories, and automated workflows.
- Partner on website updates and employer branding initiatives.
- Represent the company at job fairs, conferences, and industry events.
- Lead special projects that improve processes, reduce cost, and modernize systems.
Tools and Platforms Used in the Role
This position uses a mix of business, HR, communication, and document-management tools including Adobe Creative Cloud, CallTower, CCSI/eFax, eFax, Microsoft 365, Pitney Bowes, Unanet, Paycom, Goldfax, Workable, and SharePoint Online.
Required Experience and Qualifications
- At least 5 to 7+ years of progressive experience in HR generalist or HR management roles, ideally within government contracting.
- Strong working knowledge of California employment law is mandatory.
- Background supporting remote or geographically distributed teams across multiple states.
- Demonstrated success in HR compliance, investigations, and risk management.
- Hands-on experience with Unanet and Paycom is required.
- Proven ability to improve onboarding and offboarding workflows.
- Excellent communication, leadership, and problem-solving abilities.
- Experience supporting DoD and Navy programs is strongly preferred.
- Ability to manage several priorities and deadlines in a fast-paced environment.
