Procurement Lead (Director)

Role summary

Jacobs is hiring a Procurement Lead at Director level to guide purchasing strategy and supplier engagement on a major entertainment and tourism development near Riyadh, Saudi Arabia. The project is part of Saudi Vision 2030 and covers 334 square kilometers, featuring major theme parks, large water attractions, and advanced sports facilities. The position focuses on ensuring strong commercial control, compliant procurement practices, cost-effective sourcing, and on-time delivery of materials and services for the program.

About the project

The opportunity sits on a landmark megaproject roughly 40 kilometers from Riyadh. It is intended to help diversify the economy while creating world-class experiences in entertainment, sports, and culture.

Key duties

• Direct procurement work from start to finish across major project packages.
• Create procurement approaches, sourcing plans, and execution methods suited to the program.
• Manage prequalification, tender processes, bid assessment, and recommendation activities.
• Handle negotiations on commercial terms and contract conditions to achieve best-value outcomes.
• Maintain adherence to procurement policy, governance requirements, and applicable legal standards.
• Build and maintain supplier relationships while tracking supplier performance.
• Work closely with engineering, commercial, and project teams to define purchasing needs.
• Spot procurement-related risks and put practical mitigation measures in place.
• Check and approve procurement reports, dashboards, and progress summaries.
• Guide and develop procurement team members to support high-quality delivery on schedule.

What you need

• A bachelor’s degree in Supply Chain Management, Business, Engineering, or a similar discipline.
• At least 20 years of procurement experience on major capital or infrastructure programs.
• Deep knowledge of strategic sourcing, contract negotiations, and supplier management.
• Working proficiency with procurement tools and ERP systems.
• Strong leadership ability, clear communication, and effective stakeholder management.
