Overview
Parsons is seeking an experienced Senior Project Manager to take charge of an important mixed-use development in Jeddah. In this client-representative role within the PMC structure, you will oversee the project from start to finish, coordinating design reviews, construction delivery, stakeholder communication, and handover while keeping time, cost, quality, and safety targets on track.
Project Leadership and Governance
- Serve as the main daily point of contact for the project inside the PMC team, always protecting the Client’s interests.
- Set up, run, and continuously improve governance routines, project procedures, and reporting methods.
- Build and keep current the overall execution plan, covering scope, schedule, budget, quality, risks, and communications.
- Lead recurring internal PMC discussions and Client progress sessions, making sure decisions are clear, actions are tracked, and follow-ups are closed out.
Scope, Schedule, and Cost Control
- Direct the creation and upkeep of the integrated master schedule for design, procurement, construction, testing and commissioning, and handover.
- Track contractor and consultant programmes, spot deviations, and push corrective actions so milestones are met.
- Manage cost control with the cost consultants through budget monitoring, variation assessment, and value engineering efforts.
- Keep scope tightly controlled through change management, claims reduction, and alignment with the Client’s business case and operator needs.
Design Management and Review
- Coordinate design reviews across all disciplines, including architectural, structural, MEP, and specialist systems, for the full development mix of hotel, serviced apartments, offices, retail, F&B, and entertainment.
- Work with the LDC and approved specialists to finalize the hotel package design in line with the operator’s brand standards and technical expectations.
- Lead technical and coordination checks of existing designs, including utility tanks, hotel back-of-house systems, laundry, kitchens, vertical transportation, life safety, IT/ELV, and their interfaces with shell and core works.
- Resolve design conflicts, clashes, and interface risks across hotel, serviced apartment, office, and retail elements without delay.
- Assist with design-related approvals from local authorities and other concerned stakeholders.
Construction Oversight
- Supervise the main contractor’s construction activities to confirm compliance with contract terms, specifications, approved drawings, quality standards, and programme requirements.
- Coordinate the PMC site supervision team, including discipline engineers, inspectors, planners, QS, HSE, and QA/QC staff, ensuring strong site coverage, proper records, and accurate reporting.
- Track shell and core progress and fit-out interfaces, with particular attention to the designer hotel and serviced apartments.
- Manage site logistics, access, sequencing, and phasing carefully to reduce disruption and avoid rework.
- Review and approve key method statements, shop drawings, material submissions, and technical queries.
Quality, Health, Safety, and Environment
- Promote a strong safety-first culture and make sure the project follows HSE plans, regulations, and Client requirements.
- Ensure QA/QC processes, inspection and test plans, and material approval workflows are properly implemented.
- Follow up on non-conformance reports and corrective actions, and make sure lessons learned are recorded and applied.
- Support inspections and audits carried out by the Client, authorities, and third parties.
Stakeholder and Operator Coordination
- Act as a central coordination point between the Client, LDC, contractors, and authorities.
- Work with the designer on reviews, mock-ups, brand compliance, operational requirements, and pre-opening tasks.
- Partner with leasing and asset management teams for office and retail spaces so tenant requirements and fit-out rules are addressed.
- Maintain working relationships with utilities, municipality teams, civil defense, and other regulatory bodies.
Risk, Issues, and Reporting
- Create and keep updated a risk register and issues log, then assess, rank, and reduce project risks.
- Prepare periodic progress updates, dashboards, and executive summaries for the Client and PMC leadership, including KPIs for time, cost, quality, and HSE.
- Identify possible delays, claims, and disputes early, then apply mitigation measures and support settlement discussions when needed.
Testing, Commissioning, and Handover
- Plan and manage the testing and commissioning approach for all systems, especially hotel and serviced apartment building services, life safety, and operator-specific systems.
- Coordinate with the designer and pre-opening team so systems, documentation, and training are ready for opening requirements.
- Lead snagging, de-snagging, and final completion activities, including handover of as-built documents, O&M manuals, warranties, and statutory approvals.
- Support the move into operations and the defects liability period process.
Required Background
The ideal candidate should hold a bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a closely related field. A master’s degree in Project/Construction Management or a similar discipline is preferred. Professional certification such as PMP, PRINCE2 Practitioner, or an equivalent qualification is expected.
This position calls for at least 20 years of total experience in construction and project management, with a strong record in PMC or client-side settings on large mixed-use or hospitality-led developments. Direct delivery experience with 4- or 5-star hotels and serviced apartments, ideally involving international operators, is important. Experience handling projects in the GCC, preferably Saudi Arabia, is also required.
