Tender Engineer

Role overview

The Tender Engineer will evaluate tender packages, break down project requirements, and put together both technical and commercial submissions for construction and infrastructure opportunities. This position also involves shaping methodology, execution, and planning documents while working closely with internal teams to deliver competitive bids on time.

Tender review and analysis

• Examine invitations to tender, drawings, specifications, contract terms, and client expectations.
• Study the documents to understand scope, risks, limitations, and key project outputs.
• Summarize tender details and support bid or no-bid decisions.
• Prepare technical and commercial clarification points for clients.

Proposal development

• Create detailed technical proposals that align with tender instructions.
• Build construction approaches, work sequences, and implementation strategies.
• Develop organization charts, resource allocations, and mobilization plans for the project.
• Work with engineering, planning, procurement, and commercial teams during proposal preparation.
• Make sure submissions meet all client requirements and are delivered before deadlines.

Method statements and technical documentation

• Draft construction methods and method statements for project delivery.
• Prepare technical presentations and other supporting documents.
• Contribute to planning inputs and early project schedule development.
• Support the identification of project risks and appropriate mitigation actions.

Coordination and submission

• Collect technical inputs and pricing information from subcontractors and suppliers.
• Take part in clarification meetings and discussions with clients.
• Assemble and submit complete tender packages.
• Keep organized records of submitted bids and related documentation.

Continuous improvement

• Build and maintain a repository of past tenders, methods, and lessons learned.
• Track market movements, industry developments, and competitor activity.
• Help improve tendering workflows and the quality of proposal outputs.

Qualifications and experience

A bachelor’s degree in Civil Engineering, Construction Engineering, or a closely related field is required. Additional study in Project Management or Construction Management is considered an advantage. The role calls for at least 5 years of tendering and proposal preparation experience in the construction sector, including a minimum of 3 years in Saudi Arabia with a contracting company. Experience in infrastructure, roads, utilities, tunnels, railways, or building projects is preferred, along with familiarity with both public and private tendering procedures.

Technical and professional skills

The ideal candidate should have a strong grasp of construction techniques and project execution, plus the ability to read drawings, specifications, and contract documents accurately. Proficiency in Microsoft Office is necessary, while knowledge of Primavera P6 and AutoCAD is an added advantage. Strong report drafting and proposal writing ability is also essential.
