Position Overview
The Data Analyst will help implement the Harris County Worksite Safety Policy across the county by organizing, examining, and reporting safety-related information from inspections, contractor records, incidents, and compliance activities. This role is central to making sure safety data is captured consistently, standardized, and turned into insights that improve decision-making, strengthen contractor accountability, and support county safety oversight.
Reporting to general supervision, the position builds and maintains dashboards, databases, and reporting tools that monitor inspection results, training obligations, stop-work actions, escalations, incident reviews, corrective actions, and contractor safety metrics. It also supports the Health and Safety Manager, County Safety Inspectors, departmental leadership, and the Department of Economic Equity and Opportunity in its function as County Safety Monitor by identifying patterns, anticipating risk, and preparing both recurring and ad hoc reports for executive review.
The role partners with project managers, safety staff, contractors, and the County Safety Monitor to ensure data is exchanged on time and accurately, stored according to county retention and reporting rules, and used in contractor evaluation and future procurement decisions. The position is important to building a data-driven safety culture and improving long-term compliance across county construction work.
Job Duties
Safety Data Management (40%)
- Designs practical methods for gathering safety information from multiple sources, including construction sites, County Safety Inspectors, contractor submissions, and worker complaints, while maintaining accuracy and completeness.
- Examines detailed safety data to identify trends, recurring patterns, and insights tied to injuries, violations, near misses, and contractor safety performance so that policy improvements can better protect workers.
- Clears, verifies, and checks data from OSHA 300 logs, inspection checklists, incident records, and contractor certifications to preserve data quality and reliable performance tracking.
Safety Data Reporting (50%)
- Communicates findings to the County Worksite Safety Committee, department leaders, and other stakeholders through clear visuals and narratives that make complex metrics easier to understand and use for decisions and policy changes.
- Creates and updates interactive dashboards and reports in Power BI and similar visualization tools to track metrics such as site visits, worker interviews, issues identified and resolved, contractor compliance, injury and illness incidents, and heat illness prevention efforts.
- Maintains compliance with data governance, privacy requirements, and recordkeeping standards while protecting confidential worker complaint information.
- Prepares and reviews quarterly worksite safety reporting for Commissioners Court, including inspection totals, violations, corrective actions, worker injuries and illnesses, and the likely causes of incidents.
Collaboration and Other Support (10%)
- Works with the County Safety Monitor (DEEO), County Safety Inspectors, project managers, and the Worksite Safety Committee to gather, organize, and report information for quarterly reporting, post-project review, and contractor performance evaluation.
- Helps create and track contractor safety performance measures that may be used in future contract award and evaluation processes.
- Performs additional duties as needed to advance the goals of the Worksite Safety Policy and support departmental priorities.
- Recognizes that assigned responsibilities may expand to other tasks as needed, and some roles may require work before, during, or after an emergency or disaster at the department’s discretion.
Requirements
Education
- Bachelor’s degree in data science, statistics, computer science, business analytics, or a similar discipline.
Experience
- At least 4 years of work experience in a data-focused role.
Knowledge, Skills, and Abilities
- Working knowledge of databases such as SQL and NoSQL, data structures, and querying large datasets.
- Understanding of descriptive and inferential statistics, including hypothesis testing, regression, and probability.
- Ability to design and maintain dashboards for performance monitoring and interpret data from multiple angles to produce practical insights.
- Strong written and verbal communication skills with the ability to explain technical information to non-technical audiences.
- High attention to detail and a strong focus on data accuracy.
- Strong analytical and problem-solving ability, including skill in interpreting complex datasets and identifying key findings.
- Ability to work independently, set priorities, and manage several projects at once.
- Ability to combine information from different datasets and present it in clear reports or models.
Additional Information
- This position is classified as essential personnel and may require work before, during, and after emergency events.
- Availability is required for after-hours emergency response related to serious injuries, fatalities, or major incidents.
- The role includes participation in departmental emergency planning and disaster recovery safety procedures.
- Support for multi-department emergency response efforts may also be assigned.

Work Environment and Hours
This is an office-based role that regularly uses computers, phones, scanners, and filing cabinets. Physical effort is minimal, with occasional lifting or moving of items up to 10 pounds. The work is mostly sedentary and includes sitting for long periods, with some standing and walking.
The position is full time and normally follows Monday through Friday, 8:00 AM to 5:00 PM. Some weekends, holidays, and overtime may be needed depending on department requirements.
