Fleet HSSEQ Manager

Role overview

This role is responsible for making sure NSQL-managed vessels are run and overseen in full alignment with all relevant IMO, Flag State, international, national, and company rules. The position focuses on building effective systems, maintaining strong compliance controls, handling shipping emergencies, and strengthening the safety culture across shore staff and vessel crews through engagement and learning.

Core accountabilities

Systems management

• Keep management systems current and operational so they cover all legislative and certifying authority requirements relevant to the Fleet.
• Maintain an updated register of applicable laws, rules, and regulations, and ensure the vessels remain compliant with national, international, Flag State, classification society, and industry standards.

Monitoring, audits, and compliance

• Drive continuous improvement in safety standards across NSQL vessels, with attention to process safety, behavioral safety, and emotional intelligence.
• Oversee internal and external compliance audits for the company and vessels, and serve as a key adviser to management and offshore/onshore teams on compliance matters.
• Serve as Designated Person Ashore (DPA) under the ISM Code and act as the main contact for Flag State matters.
• Own the Safety Management System (SMS) and ensure procedures are effective and kept up to date for compliance monitoring.
• Function as Company Security Officer (CSO) under the ISPS Code to ensure statutory compliance, security planning, and security assurance for managed vessels.
• Investigate vessel accidents and incidents and contribute to risk assessments.
• Lead the company’s TMSA and SIRE efforts, ensuring corrective actions are tracked and closed on time.
• Plan and follow up on audits, training assurance, vessel vetting, suggestion schemes, and corrective/preventive actions.
• Monitor HSSEQ performance, analyze safety data, and prepare regular or ad hoc management information summaries.
• Track safety initiatives and ensure assigned action owners deliver within agreed timelines.
• Support crew wellbeing across occupational health, safety, security, and environmental awareness.
• Contribute to seafarer recruitment standards so they align with SIGTTO guidance, charterer matrices, STCW, and the required qualifications and experience.
• Coordinate and carry out internal and external audits for ISM, ISPS, and MLC certification.
• Ensure accountability and reporting for EU MRV, EU ETS, and similar regulatory requirements to the relevant organizations.
• Provide accurate and timely Fleet HSSEQ input for ESG reporting.
• Maintain environmental initiatives for the Fleet and update them regularly for the Nakilat Environmental Working Group.
• Carry out ship visits to strengthen safety, health, and environmental awareness.
• Perform detailed studies of recurring or problematic safety areas.

Ship management

• Prepare the company for an in-house ship management transition for gas carriers coming from newbuilding yards or third-party managers, including ISM, ISPS, and MLC compliance and certification.
• Develop vessel-specific plans and secure approvals from the appropriate regulatory authorities.
• Ensure newly introduced vessels receive safety materials, are properly trained, and have the HSSEQ support needed for effective operation.

Emergency response

• Keep the Emergency Response Room ready for use and maintain the Company Emergency Response Plan in current, workable condition.

People management

• Lead the section team by managing performance, recruitment, training, and development to build engagement and capability.

QHSE

• Ensure the section follows all applicable QHSE policies, procedures, and controls so the organization delivers a safe, secure, and environmentally responsible service.
• Promote HSSE and quality management principles across NSQL and all third parties supporting NSQL vessels.

Budgets and plans

• Support the Fleet divisional budget by setting the HSSEQ section budget, monitoring spending, and using resources efficiently to protect company interests.

Systems and processes

• Contribute to Fleet policies, procedures, and systems, and ensure they are implemented properly to support business targets and strategy.
• Work with government, QP, industry, and other relevant external stakeholders to improve company practices and protect SHEQ interests.

Other responsibilities

• Help shape the HSSEQ strategy for NSQL business activities.
• Apply a structured risk assessment approach and ensure all incidents are investigated thoroughly under the incident investigation process.
• Run regular Management Review meetings for NSQL in line with the ISM Code and recommend improvements to vessel performance.
• Build and maintain practical publications and reference materials that reflect current rules, regulations, and legislation.
• Carry out additional duties assigned by the line manager.

Qualifications

• A bachelor’s degree, First Class Master Mariner certificate, or an equivalent qualification is required, along with marine HSSEQ training or credentials.
• A postgraduate qualification in Occupational Health and Safety or a closely related field is preferred.
• Lead Auditor certification for ISM and ISPS Codes is required.
• Training in ISO 9001, ISO 14001, and ISO 18001 is required.

Experience

• At least 12 years of HSSEQ experience in the oil and gas marine/shipping sector within a reputable organization is required.
• At least 3 years of that experience should be in a senior leadership position.
• Proven track record in implementing ISO 9001, ISO 14001, ISO 18001, and integrated management systems is needed.
