Role overview
The Defense Logistics Agency is seeking a General Engineer to act as a program manager and regional engineering point of contact for Installation Support Europe and Africa, within the Installation Management Division (SF-GI). The position focuses on facility engineering projects, advisory support, and oversight of assigned real property work in the European theater.
Key duties
- Lead and support facilities engineering projects and advisory services for assigned installations.
- Define, apply, and explain objectives, policies, and operating functions connected to facility engineering and project delivery.
- Arrange or carry out additional inspections and studies needed to support sound project planning and decisions.
- Deliver technical engineering assistance for SRM work tied to maintenance, preservation, and management of real property assets in the AOR (EUCOM).
- Represent DLA in discussions with requesting activities, DIC agents, architecture/engineering firms, and regional or service offices on DLA-funded work, including review and recommendation activities.
- Advise on unusual site or construction issues, design gaps, funding impacts, schedule concerns, and completion risks.
- Perform other assigned work as needed.
- Serve as a Facility Operations Specialist and Host Support Coordinator.

- This role requires a Non-Critical Sensitive clearance with Secret access.

Qualifications
To qualify, applicants must show one year of specialized experience that matches the role and is equivalent to GS-11 level work in the federal system or comparable service in military or private-sector settings. Applicants must also meet all grade, time-in-grade, appointment, and other regulatory requirements by the closing date.
Qualified experience may include paid work, unpaid work, volunteer service, and service through programs such as Peace Corps or AmeriCorps. The hiring agency will give credit for relevant volunteer experience when it supports the required competencies.
Basic education and professional standards
- A bachelor’s degree or higher in professional engineering is required, with a program meeting ABET-accredited engineering standards or an approved equivalent coursework path.
- Acceptable alternatives may include a combination of education, training, and technical experience that demonstrates strong grounding in physical and mathematical sciences and engineering practice.
- Acceptable professional credentials include current EI, EIT, or PE registration/licensure.
- Evidence of passing the FE exam or another written licensure test may also satisfy the requirement.
- At least 60 semester hours in physical, mathematical, and engineering sciences and engineering may be accepted if they meet professional engineering curriculum standards.
- A related bachelor’s degree in a scientific or technical field may qualify when paired with at least one year of professional engineering experience under professional supervision.
Technical capability expected
- Strong command of engineering concepts, principles, and methods for projects and studies involving varied general engineering conditions, including climate change impacts on infrastructure and utility systems.
- Ability to perform site investigations and evaluate whether proposed designs and layouts are appropriate.
- Capability to apply engineering principles to design, develop, and manage complex projects.
- Experience reviewing design and construction documents and interpreting standards used for new construction, repairs, restoration, and alterations.

This overseas assignment includes important host-country and entitlement considerations.
