Role overview
This contract role is for a Project/Program Manager based in Melbourne, Victoria, Australia, supporting entitlements work and environmental due diligence across the APAC region. The position reports to the Senior Technical Business Developer, Entitlements, and focuses on coordinating permitting and environmental vendors, managing permit-related workflows, and keeping site-selection and construction timelines aligned.
The pay rate for this assignment is $77.00 to $78.00 per hour.
Key responsibilities
- Work with approved permitting and environmental vendors to run due diligence risk screenings for new APAC site candidates.
- Oversee permitting work across APAC, including zoning, land-use, conditional use, building, and environmental approvals.
- Keep permit tracking systems and dashboards updated with accurate information on timing, expiry dates, and approval conditions.
- Partner with regional Site Asset Management, Construction, and design/engineering teams to synchronize permitting schedules with project plans.
- Prepare licensing and regulatory paperwork in collaboration with internal compliance teams and third-party vendors.
- Track environmental due diligence outputs such as Phase I ESAs and environmental risk screenings to confirm they are complete and compliant.
- Spot permitting risks, raise blockers to leadership, and recommend practical next steps.
- Develop and deliver status updates, client-facing documents, and presentations covering permit progress and due diligence completion.
- Maintain orderly permit records, monitor expirations, and ensure all permit obligations are met.
- Help connect permitting activities with environmental assessments and construction milestones.
Requirements
- At least 5 years of experience in land use, permitting, entitlements, or environmental due diligence.
- Prior exposure to international permitting, ideally in APAC markets.
- Proven ability to coordinate multiple vendors and internal stakeholders in a fast-moving environment.
- Strong project management experience handling complex workstreams across multiple jurisdictions.
- Excellent written and spoken communication skills.
- Highly organized, detail-focused, and able to work with urgency.
- Comfortable collaborating across time zones with distributed teams.
Preferred experience
- Hands-on experience using permit tracking platforms or project management tools such as Smartsheet.
- Understanding of environmental due diligence methods, including Phase I ESAs and environmental risk screening.
- Background in telecommunications, satellite, or broadband infrastructure development.
- Knowledge of APAC land-use rules and environmental review processes.
- Experience coordinating vendors in a program management setting.
- PMP or an equivalent program management certification.
- Strong technical aptitude and analytical capability.
