Information Technology Manager

Role overview

Halcyon Agri Corporation Limited is hiring an Information Technology Manager in Singapore to oversee daily IT service delivery, lead internal and external support teams, and guide infrastructure and security operations across the organization and its subsidiaries.

What you will do

• Direct both in-house and outsourced IT teams so desktop and infrastructure support remain reliable and efficient.
• Run everyday IT operations and make sure service delivery stays smooth across the business.
• Coordinate IT infrastructure initiatives from planning through execution, keeping them aligned with company priorities.
• Create and maintain long-term technology roadmaps and continuous improvement plans.
• Handle relationships with external vendors and confirm that contract terms and service levels are achieved.
• Assess supplier performance and build productive working partnerships.
• Support subsidiaries with technical direction and work with their IT teams to keep standards aligned across the group.
• Recommend and implement systems and technologies that improve business performance and operational efficiency.
• Review incident reports and guide investigations involving cybersecurity events, email gateways, security awareness efforts, and outsourced IT services.
• Track network performance and Level 2 firewall/security alerts, then decide on escalation or mitigation steps.
• Provide Level 2 support for servers, infrastructure, and the Office 365 environment.
• Manage the full lifecycle of IT hardware and software assets.
• Keep the IT asset register accurate and plan regular equipment refreshes to stay current with technology.
• Prepare and control the annual IT budget with a focus on cost-effectiveness and value.

Required background

• A bachelor’s degree in computer science, information technology, or a closely related discipline.
• At least 3 years of experience in people management and in leading medium to large enterprises.
• At least 10 years of experience across IT infrastructure, cybersecurity, and audit.
• Strong analytical thinking and problem-solving capability.
• Clear communication skills and the ability to collaborate across different cultures and geographies.
• Hands-on familiarity with IT security tools, infrastructure monitoring, and enterprise software platforms such as Office 365, firewalls, and network systems.
• Experience in vendor management and budget oversight, including procurement, contracting, SLAs, and CAPEX.
• Working knowledge of Windows and Linux servers, VMware, Hyper-V, Cisco networking, and firewalls.
• Exposure to VAPT, SOC, CCOP, endpoint security, and Sophos Anti-Virus.
• Strong bilingual written and spoken communication skills in English and Chinese for interaction with clients and stakeholders.

Additional details

This is a full-time onsite position based in Singapore, Singapore. The role requires close coordination with English- and Chinese-speaking stakeholders and support across the organization’s IT environment.
