Overview
An experienced Business Analyst is needed for a major Data & Analytics change initiative within a large government body. The role sits in Data Platforms & Operations and focuses on improving core data products and services that support management information, analytics, and insight across the organisation.
This position suits someone who enjoys working in complex environments, turning policy and governance requirements into practical, user-focused products and operational ways of working.
Key responsibilities
- Review current policies, frameworks, and governance practices to build a clear picture of the present state.
- Identify services, user groups, and pain points across the portfolio.
- Create service and outcome maps, linking products, users, and measurable results.
- Convert policies and governance structures into user-centred product requirements and operational workflows.
- Develop current-state and future-state process maps and highlight improvement opportunities.
- Refine product definitions and produce detailed requirements documentation.
- Run workshops and work closely with stakeholders from both business and technical areas.
- Contribute to service design and ensure requirements support wider business outcomes.
- Collaborate in multidisciplinary teams to help modernise data platforms and supporting products.
Experience and requirements
- Established background as a Business Analyst on large transformation programmes.
- Strong ability in process mapping and requirements elicitation.
- Experience carrying out current-state assessments and spotting issues and opportunities.
- Confident stakeholder management and workshop facilitation skills.
- Track record of documenting user needs and maintaining traceability between requirements and outcomes.
- Clear communication skills for both technical and non-technical audiences.
- Experience producing current-state and future-state process models.
- Ability to contribute effectively in multidisciplinary delivery teams.
Desirable background
- Experience in Data & Analytics settings.
- Exposure to data platforms, management information, reporting, or analytics products.
- Familiarity with governance frameworks and operational processes.
- Public sector or government experience.
- Background supporting product or service modernisation programmes.
Contract details
- Daily rate up to £310.
- The assignment is inside IR35.
- BPSS clearance is required.
- Hybrid working is expected, with around 40% of time onsite in Leeds, Manchester, Newcastle, Sheffield, Birmingham, or Blackpool.
- Immediate availability is preferred.
