Role overview

Al Masaood Power Division is looking for a commercially minded Contracts & Procurement Engineer who pays close attention to detail and can support project delivery across the UAE and the wider GCC. The position covers the full procurement and contract journey for power generation equipment, spare parts, services, and related materials. It is central to achieving cost-efficient sourcing, supplier compliance, on-time delivery, and adherence to internal policies, quality requirements, and regulatory standards within the power and energy industry.

The role works closely with Projects, Procurement, Finance, Planning, and Site teams to monitor commercial performance, project costs, cash flow, and governance.

Procurement and contract management

  • Build procurement approaches for equipment, subcontractors, and technical services that fit project requirements and business goals.
  • Prepare RFQs, RFPs, and tender packs.
  • Carry out technical and commercial bid assessments, including checks on supplier capability, pricing, and associated risks.
  • Negotiate supplier contracts, commercial terms, pricing, delivery schedules, and payment conditions.
  • Draft, examine, and administer purchase orders, supply agreements, framework agreements, and subcontracts.
  • Produce structured reports and forecasts within required timelines.
  • Track project performance against approved budgets and commercial baselines.
  • Support the preparation of monthly commercial progress updates for senior leadership.
  • Spot cost overruns, contractual exposure, and margin pressure at an early stage.

Variations and change control

  • Handle the preparation, monitoring, negotiation, and final closure of variation orders, claims, and change requests.
  • Assess the commercial effect of changes, delays, acceleration, and scope adjustments.
  • Keep detailed registers for variations and claims across all projects.

Contract administration

  • Assist with the review and administration of client contracts, subcontracts, supplier agreements, purchase orders, and commercial correspondence.
  • Make sure contractual notice deadlines and commercial obligations are met.
  • Identify contractual risks, liabilities, and exposures and escalate them appropriately.
  • Help prepare formal commercial letters, notices, and replies.
  • Review subcontractor payment submissions and certify valuations.
  • Monitor subcontractor performance against commercial and contractual obligations.
  • Support procurement and project teams by reviewing subcontract pricing and terms from a commercial standpoint.
  • Manage contract variations, claims, and close-out work.

Reporting and controls

  • Maintain accurate commercial trackers, including cost reports, variation registers, risk logs, payment trackers, procurement status trackers, and subcontract status records.
  • Support the rollout of stronger commercial governance and reporting processes.
  • Coordinate with planning teams to align cost reporting with project schedules and progress updates.
  • Ensure procurement activity follows company policies, ISO standards, local regulations, and HSE requirements.

Stakeholder coordination

  • Work with Project Managers, Engineers, Procurement, Finance, and Site teams to ensure reliable commercial reporting.
  • Attend project review meetings and share commercial updates with management.
  • Support client-facing commercial discussions when needed.
  • Track supplier performance on quality, delivery, cost, and service, and drive corrective action when required.
  • Collaborate with Engineering, Project Management, Sales, and After-Sales teams to align procurement with project timelines and technical needs.
  • Monitor procurement KPIs, keep ERP data accurate, and prepare regular reports on spend, savings, and supplier performance.

Qualifications and experience

A bachelor’s degree in Engineering, Supply Chain Management, or a related field is preferred, along with at least 5 years of experience. Alternatively, candidates with 5–8 years of experience in a comparable Contracts & Procurement Engineer position within the last 12 years will also be considered.

Experience in EPC and maintenance projects for power generation, or in data centre projects, will be an added advantage. The role also calls for strong knowledge of supply chain processes and contract administration, especially in high-value procurement for technical equipment. Familiarity with FIDIC or similar contract forms is expected.

Candidates based in the UAE or GCC and those with strong English communication skills are preferred.
