Role Overview

This is a full-time Data Analyst role that supports analytics and reporting work for CMS-related programs. The role is contingent on contract award.

Key Responsibilities

  • Study both structured and unstructured information from MESH and connected CMS platforms such as MBES, MacFin, T-MSIS, SPoTT, and CMCS DataConnect to identify trends in state Medicaid funding, operational performance, compliance, and modernization efforts.
  • Develop, update, and maintain dashboards and reports in Power BI and Salesforce so financial, operational, certification, and compliance information is available in one place for CMS reviewers and leadership.
  • Assist with modernization of the Master Detailed Budget Table by checking and aligning historical and current MDBT data, mapping line items across older and newer formats, and confirming total computable, state-share, and federal-share calculations.
  • Examine and validate data received from Excel, CSV, PDFs, Word files, APIs, and enterprise systems to confirm it is accurate, complete, and consistent with CMS governance requirements.
  • Convert business questions from CMS reviewers and leadership into clear analytical tasks, database queries, and visual outputs, then refine the deliverables based on feedback.
  • Record data lineage, business definitions, calculation rules, and dashboard approach in the MESH knowledge base and Confluence to keep the work transparent and auditable.
  • Work with engineering teams to define data quality checks, anomaly detection rules, and automated reconciliation logic that can identify funding reductions, mismatched FFP rates, and similar issues.
  • Create ad hoc extracts, briefings, and analyses for CMS leadership to support Congressional inquiries, audits, briefings, and policy decisions, often with short deadlines.
  • Ensure dashboards, reports, and visualizations meet Section 508 accessibility requirements, including color contrast, alternate text, and compatibility with assistive technologies.
  • Partner with the AI/ML team to verify AI-generated submission analysis, watch for model drift, and confirm that recommendations shown to CMS reviewers are explainable.
  • Take part in agile ceremonies, help define user stories and acceptance criteria for analytics and reporting features, and present completed work to CMS Product Owners.
  • Keep documentation for dashboards, KPIs, and methods current so work can be transferred smoothly and continuity is maintained in line with CMS transition needs.

Requirements

  • Candidates must be able to obtain a U.S. Federal Government public trust clearance. This means applicants must either be U.S. citizens or qualify through the Foreign National Government System, which requires living in the United States for at least 3 of the previous 5 years, along with a valid passport from the country of birth and the proper visa or work authorization documents.
  • Experience of 4 to 7 years in data analysis work for enterprise systems, including profiling, validation, transformation, and visualization.
  • A bachelor’s degree in Data Analytics, Statistics, Computer Science, Information Systems, Public Health, Public Policy, Business, or a related area is required; 6 years of relevant analytical experience may be accepted instead of a degree.
  • Strong command of SQL and at least one scripting language such as Python or R for data preparation and analysis.
  • Practical experience creating dashboards and reports in Power BI, plus familiarity with Salesforce reports, dashboards, and report types.
  • Experience handling mixed-format data sources such as Excel, CSV, PDFs, Word documents, APIs, and enterprise datasets, and combining them into a single analytic view.
  • High attention to detail and the ability to verify financial and operational calculations from end to end.
  • Background working in agile teams and using Atlassian Jira and Confluence.
  • Strong communication skills, both written and verbal, with the ability to explain complex findings to non-technical leaders.
  • Preferred experience includes federal government contracting, especially with CMS, MACBIS, or other HHS programs.
  • Preferred familiarity with Medicaid, MMIS, T-MSIS, APD/MDBT, and federal Medicaid funding and FFP concepts.
  • Additional preferred tools and experience include CMS DataConnect, AWS QuickSight, Databricks, Snowflake, Salesforce SOQL/SOSL, Schema Builder, Power BI certification such as PL-300, AI/ML analytics workflows, anomaly detection, predictive modeling, and Section 508/WCAG accessibility considerations for visualizations.

Work Environment

The role is remote but aligned to the Eastern time zone so the team can coordinate effectively with government clients. Standard working hours are 9:00 AM to 5:00 PM Eastern unless a manager directs otherwise. Occasional travel may be required for training and project meetings, and it is expected to be less than 5% annually.
