Role overview
This position sits within the Civilian Generalist career track under the Ministry of Home Affairs. The Executive (Well-Being) will help strengthen staff well-being efforts by planning, developing, carrying out, and reviewing initiatives that support the department’s goals and workforce needs. The role reports to the Senior Assistant Director (Well-Being & Personnel) in the Staff Development Division.
Key duties
- Design, roll out, assess, and refine staff well-being programmes. This involves studying workforce demographics and staff profiles to understand needs, carrying out surveys and focus group discussions, and collecting feedback on well-being matters. The role also includes checking and reviewing standard operating procedures tied to well-being activities so that they stay effective and relevant.
- Support committees chaired by the Deputy Commissioner by handling secretariat duties and putting forward suggestions to improve existing well-being policies, schemes, and benefits.
- Oversee the welfare budget by planning how funds are distributed across well-being initiatives and tracking spending to ensure resources are used effectively.
- Develop, implement, and evaluate corporate social responsibility initiatives and policies, including working with external partners and internal teams to support meaningful CSR activities and foster employee engagement.
- Administer and maintain the Corporate Cards Booking System, including managing online registrations and monitoring usage of corporate attractions. Based on utilisation trends and staff feedback gathered through polls, the role includes recommending whether cards should be renewed, ended, or purchased.
- Handle procurement and administrative processes for celebratory gifts, bereavement wreaths, grants, and get-well hampers, including ordering, delivery or collection, issuance, invoice certification, payment processing, and proper filing of supporting documents for audit purposes.
- Coordinate and run well-being activities such as health promotion programmes, PSD-led events, basic health screening and vaccination drives, festive bazaars, blood donation drives, webinars, and other staff engagement activities. The role also works with HQ Welfare Committee members to plan activities for headquarters staff.
- Look for promotions, corporate discounts, and membership schemes, and assist with organising Whole-of-Government events and processing Civil Service Club membership fees under the CSC Co-Payment Scheme.
- Carry out other ad hoc administrative responsibilities needed to keep HRMG operations running smoothly.
What the role needs
- Comfort with detailed work, self-driven work habits, and the ability to perform well under short deadlines.
- Strong initiative, problem-solving ability, and solid analytical, writing, and communication skills.
- Capability to work on your own while also collaborating effectively as part of a team, with good interpersonal skills.
- Experience in creating EDMs using graphic design tools such as Canva will be considered useful.
- Background in human resources will be an added advantage.
