Role overview
The hiring team is looking for a Senior Program Manager to support initiatives within the Data for Connected Health and Digital Health Standards functions. This role will be responsible for bringing structure and oversight to several connected digital health efforts, with an emphasis on portfolio coordination, governance, progress tracking, operational planning, and delivery management.
What you will do
- Create and maintain a consolidated view of the portfolio, including priorities, milestones, dependencies, risks, and delivery progress.
- Bring together multiple workstreams and help keep clinical, business, and technical stakeholders aligned.
- Set up, refine, and maintain governance practices such as controls, templates, workflows, and meeting cadences.
- Build executive-ready presentations, dashboards, briefing packs, status updates, and decision logs.
- Track program risks, issues, dependencies, decisions, and follow-up actions at the program level.
- Assist with budget monitoring, capacity planning, resource visibility, and forecasting.
- Use structured change management methods to support adoption and behavioral change.
- Spot operational gaps and introduce improvements to processes and workflows.
- Run governance meetings, committee sessions, and partner working groups.
- Keep integrated plans, RAID logs, governance calendars, action trackers, and reporting artifacts up to date.
- Provide day-to-day operational and administrative support to senior leaders.
- Ensure thorough documentation is maintained and handover knowledge is transferred effectively during the assignment.
Requirements
- Bachelor’s degree in Business, Health Information, or a closely related field, or an equivalent combination of education and experience.
- At least 10 years of experience in program management, portfolio oversight, or delivery of large-scale initiatives in public-sector or multi-setting healthcare environments.
- Background leading complex digital health or healthcare programs spanning multiple workstreams.
- Strong track record of building governance structures, defining KPIs, creating reporting approaches, and preparing executive presentations.
- Deep experience in managing risks, dependencies, finances, resources, and capacity across programs.
- Hands-on use of formal change management approaches in complex environments.
- Proven ability to improve processes, optimize operations, and introduce new delivery models.
- Substantial experience engaging partners, facilitating committees, and working across functions.
- Excellent written and spoken communication, analytical reasoning, and decision-making skills.
- Strong knowledge of healthcare data models and data lifecycle management.
- Understanding of digital health interoperability and data exchange.
- Working familiarity with HL7 FHIR, SNOMED CT, and LOINC.
- Knowledge of provincial, pan-Canadian, and international digital health standards.
- Experience with electronic health records, interoperability services, and healthcare systems integration.
- Awareness of Ontario’s healthcare environment and healthcare information systems.
- Proficiency with Microsoft Office 365 and Microsoft cloud-based tools is an advantage.
- Experience in process mapping and the solution development lifecycle is an asset.
- Ability to recognize and reduce implementation and adoption risks.
- Strong organization, negotiation, and deadline-management capabilities.
Additional information
This is a contract engagement based onsite in Toronto, Ontario, Canada. The role requires careful documentation, strong coordination across stakeholders, and consistent support for leadership throughout the assignment.
