About the Company

This role sits within a structure that works closely with the Executive Director and shares responsibilities with the Safety Department, Human Resources Department, and the partner subcontractors’ Safety and Human Resources teams. The Competency Management Manager is responsible for creating a shared framework for all team entities and for coordinating, monitoring, and improving the execution of competency assessments.

Key Responsibilities

  • Create and roll out a Competency Management System (CMS) that can be used consistently across the team.
  • Work with Safety and Human Resources teams, as well as the relevant departments of partner subcontractors, to oversee implementation of the competency management system.
  • Advise on the competency management cycle, training planning, and succession planning from a strategic perspective.
  • Take part in scheduled competency audits to confirm adherence to applicable regulations.
  • Prepare compliance reports for the Competency Management Plan and define early warning indicators.
  • Contribute to Safety Management and Human Resource Committee meetings when competency management topics are on the agenda.
  • Support accident investigations when human behavior is identified as a direct contributing factor.
  • Offer specialist input on human factors training and monitoring.
  • Make sure competency standards remain aligned with industry benchmarks and best practices.
  • Share insights and reporting on competency trends and overall workforce readiness.
  • Build a risk-based process for training needs analysis.
  • Lead competency evaluations, audits, and benchmarking activities.
  • Embed competency models into performance management and talent management processes.
  • Design and implement development programs based on competency requirements.

Qualifications

The ideal candidate will have 5 to 10+ years of experience in HR, talent management, or learning and development, along with a proven history of developing and implementing competency frameworks.
