Manager, Quality Engineering

About the Role

The Electronic Government Authority (EGA) serves as the main organization steering emirate-wide digital transformation in Ras Al Khaimah. It delivers shared technology services, governance, and innovation for government entities across the emirate.

We are seeking a Quality Engineering Manager to lead the QE function across EGA’s technology landscape, with the main emphasis on RAK Digital, the government-wide digital services platform. The platform is built on SAP Business Technology Platform (BTP) and is delivered through a mix of internal engineering teams and external development partners.

This is a hands-on leadership position. You will shape the QE strategy, own governance and quality controls, and still stay directly involved in the most complex quality engineering challenges across the portfolio. You will lead a team of around 12 engineers, set standards for test planning and coverage, bring automated testing into the CI/CD pipeline, oversee test environments and test data, and serve as the final quality decision-maker for production releases, with authority to stop a release if quality, security, or reliability standards are not met.

The role reports to the Head of Solution Development and Quality Assurance and works closely with delivery teams, Products and Design, Information Security, and outsourced development partners.

Key Responsibilities

• Create and run the QE operating model, including team design, ways of working, tools, coverage standards, and governance, while defining a maturity roadmap that gradually shifts the function toward automation-led, metrics-based quality practices.
• Own test planning for all EGA programs and solutions, ensuring each initiative has a clear plan covering scope, coverage goals, entry and exit conditions, and resource needs before testing begins.
• Design and enforce testing governance, quality gates, and release rules across DEV, TEST, UAT, PRE-PROD, and PROD, making sure movement between environments is controlled, traceable, and supported by evidence.
• Lead the build-out of EGA’s test automation approach, choosing suitable frameworks that align with the SAP BTP stack and the CI/CD pipeline.
• Put in place a formal test case management process covering creation, review, upkeep, and version control of test cases across solutions.
• Define and enforce the defect management lifecycle, including triage, prioritization, ownership, resolution, and service levels at each stage.
• Own the strategy for test environments, ensuring stability and integrity, and govern test data handling including masking and anonymization where needed.
• Work with the Information Security team on security testing and ensure resilience and availability scenarios are consistently validated for business-critical systems.
• Develop SAP BTP-specific QE practices for integration testing, API testing, and end-to-end scenario testing across the RAK Digital platform.
• Act as the final release approver, giving leadership evidence-based go/no-go recommendations and keeping auditable testing records for all production deployments.
• Lead, coach, and develop a team of about 12 quality engineers, raising capability, setting expectations, and promoting shared ownership of quality.

Requirements

• Between 8 and 12 years of software quality engineering experience, with steady growth in scope and at least 3 years in a QE or QA management role.
• Proven ability to build or substantially reshape a QE function from a low-maturity starting point, including test planning, coverage models, and defect governance.
• Practical experience designing and implementing test automation frameworks in a CI/CD setting.
• Strong knowledge of functional, regression, integration, performance, load, and security testing.
• ISTQB Advanced Level certification, or an equivalent qualification, is strongly preferred.
• Experience with SAP BTP or SAP platform testing is a strong plus.
• Solid working knowledge of JIRA and test management tools, along with familiarity with automation tools such as Selenium, Cypress, Playwright, or similar.
• Prior experience in government, public sector, or other regulated environments where governance, traceability, and assurance are important is an advantage.
• Strong English communication skills are required.
