Role overview
This position reports to the Network Planning Manager and sits within the Network CoE. The team is responsible for day-to-day fleet operating plans across the UK, using route data and performance analysis to support service reliability and profitability. The function also designs routes and timetables, builds vehicle and driver duties, and prepares contract and tender submissions while ensuring compliance with industry regulations.
The Network Planner will create efficient, customer-focused bus networks for an assigned area, balancing commercial performance, operational practicality and passenger needs. The role combines short-term service changes with longer-term planning, alongside stakeholder engagement and cross-functional coordination.
Key responsibilities
- Develop and improve bus routes and timetables using planning tools so they reflect customer demand, operating limits and business objectives.
- Assist the Network Planning Manager with tactical service changes, including adjustments driven by local authority requests, punctuality challenges or wider business priorities.
- Contribute to strategic network planning by supplying local knowledge and data to shape long-term network direction, growth plans and franchising preparedness.
- Track route-level profitability, prepare reports and help drive improvements by sharing findings with relevant internal stakeholders.
- Support forecasting, budgeting and tender responses with accurate modelling and scenario analysis, including B2B and supported service contract work where needed.
- Maintain compliance with requirements such as service registrations, BODS, roadside publicity and internal governance procedures.
- Work closely with Commercial, Operations, Engineering and external partners to coordinate timings, milestones and service changes.
- Build and sustain relationships with local stakeholders such as LTAs, community groups and depots, acting as a reliable contact for the area.
- Participate in the team’s operating rhythm, including planning cycles, performance reviews and service governance meetings.
- Provide wider support to the Network Planning Manager on additional reasonable tasks as required.
Skills and experience
- Strong analytical ability with experience interpreting data for transport or network planning.
- Experience using planning software is desirable, with Prospective mentioned as an example.
- Good commercial judgement and understanding of cost and revenue drivers in public transport.
- Excellent communication skills and confidence engaging with a range of stakeholders.
- Familiarity with the relevant operating area is preferred.
- Knowledge of bus industry regulations, including service registration and BODS, is important.
- An understanding of electric vehicle operations and their effect on network design would be an advantage.
- Experience working with local authorities or public transport partnerships is desirable.
- Ability to stay effective in a high-pressure environment and deliver within deadlines.
- Comfort working collaboratively and meeting both legislative and internal process timelines.
