Performance Advisor

Role overview

This position plays a central part in designing and strengthening a corporate reporting framework that covers internal and external reporting, along with dashboard needs for Operations in Assets Affairs, including road operations and maintenance. The role supports an organization that aims to stay alert to risk and resilient in its operations.

Strategic responsibilities

• Help embed the Ashghal Vision and Values into the culture of the Roads Operations and Maintenance Department.
• Continuously assess objectives, risks and KPIs, then drive actions that improve performance and development.
• Monitor department progress against approved budgets and timelines, and review performance reporting whenever required.
• Maintain the highest standards of professionalism, ethics and integrity while carrying out all duties.

Operational responsibilities

• Support the technical office manager with specialist advice on asset management matters related to roads, including strategic, technical and operational inputs.
• Recommend ways to improve risk management, operational efficiency and performance so department goals linked to roads assets can be achieved.
• Act on behalf of the technical office manager in meetings on roads asset matters with both internal and external technical stakeholders.
• Contribute to the development of complete KPIs for roads operations and asset management.
• Review Asset Affairs and handover-related matters, advise the technical office manager, and assist with decision-making in the technical office.

Mandatory requirements

• A university degree from a recognised institution in a relevant discipline such as engineering or business, or an equivalent qualification.
• Chartered status or a professional licence from an internationally recognised professional body or organisation.
• At least 20 years of postgraduate experience, including work on major infrastructure projects or programmes; preference will be given to candidates with roads, aviation, structures or rail experience, 15 years in a similar role, and 5 years in Qatar and/or the Gulf region.
• Strong command of written and spoken English.
• Excellent ability to solve problems, manage relationships and communicate effectively.

Preferred qualifications

• A master’s degree in project management, road operations, KPI development or strategy is desirable.
• Written and spoken Arabic at an advanced level is an advantage.

Skills and competencies

• Understanding of project management methodologies.
• Strong knowledge of road operations performance.
• Ability to develop enterprise dashboard solutions.
• Familiarity with enterprise asset systems such as Maximo and SAP Plant Maintenance.
• Basic knowledge of quality, risk and HSE principles.
• Strong analytical and problem-solving capability.
