About the Company

This position is part of the Procurement & Contracts function within Shared Services and is designed for a professional who can manage procurement activities from sourcing through purchase execution while keeping processes aligned with internal policy, budget limits, and quality expectations.
Job Purpose
The Procurement Specialist will handle procurement work end to end, including finding suitable suppliers, negotiating commercial terms, overseeing vendor relationships, and making sure all purchasing activity supports the organization’s need for high-quality goods and services at competitive cost.
Key Responsibilities
- Carry out vendor registration and pre-qualification reviews in line with company procedures and criteria.
- Search the market thoroughly to identify capable suppliers and build shortlist recommendations that match the needs of each procurement or contracting request.
- Track and assess the approved supplier base on an ongoing basis to confirm technical and financial performance meets purchase order expectations.
- Manage procurement workflows from start to finish, including drafting, issuing, and processing purchase orders, RFQs, and related documents.
- Make sure products and services reach the requesting teams on time, within quality requirements, and inside approved budget boundaries.
- Spot and report any variation from the approved procurement plan quickly and work with relevant teams on corrective measures.
- Assist with preparing and checking procurement contracts so they remain consistent with company rules, local laws, and international standards.
- Ensure sourcing and contracting work follows applicable regulations and internal governance controls.
- Prepare supplier performance reports with evaluations, observations, and improvement suggestions that help reduce risk and maintain standards.
- Keep procurement data accurate and current in Oracle ERP.
- Support the creation of procurement dashboards and KPI reports for management review.
Requirements
The role requires a bachelor’s degree in Business Administration, Supply Chain Management, Procurement, or a related field. Professional certifications such as CIPS, CSCP, CPP, or an equivalent procurement/supply chain credential are considered a plus.
Applicants should have at least 3 years of relevant procurement experience, with a minimum of 1 year in a comparable specialist position, ideally in aviation, infrastructure, or services.
Strong command of both Arabic and English is mandatory.
Technical capability should include Oracle ERP procurement modules, advanced MS Office skills, and solid understanding of sourcing, bid evaluation, contract lifecycle management, supplier KPIs, Saudi procurement rules, and international trade compliance.
