Role overview
Parsons is looking for a seasoned Construction Director for infrastructure delivery in Doha, Qatar. The position will oversee a portfolio of 17 major infrastructure projects, covering roads, utilities, drainage networks, landscaping, and pump stations. The role calls for a leader who can meet demanding client expectations, maintain rapid responsiveness, and manage multiple stakeholders effectively.
Key accountabilities
- Steer the technical, commercial, financial, and administrative direction of several infrastructure projects running at the same time.
- Make sure all program outputs and deliverables align with the client’s strict quality and performance expectations.
- Prepare and roll out important management frameworks such as Project Execution Plans, Health and Safety Plans, and QA/QC processes.
- Allocate duties to senior team members based on their strengths and the needs of each project, with clear ownership of outcomes.
- Handle scope changes and manage commercial and contractual discussions with clients, subcontractors, and suppliers.
- Serve as the main liaison for the client and other key stakeholders, maintaining strong and consistent engagement.
- Work in a high-pressure environment that may require long working hours to meet client expectations.
- Spot program risks such as delays and budget overruns, then put mitigation and recovery measures in place.
- Direct site operations, including labor planning, procurement, logistics, and commercial controls.
- Ensure change orders, claims, and contractual records are managed accurately and on time.
- Champion quality, safety, and ongoing improvement across all managed projects.
- Track progress against milestones and KPIs, and deliver clear updates on performance, risks, and corrective actions.
- Facilitate regular coordination and progress meetings with internal teams, clients, consultants, and subcontractors.
- Contribute to business development through client relationship management and support for securing new work.
- Take part in performance reviews, mentoring, and development planning to strengthen team capability.
Required background
- Engineering degree or a qualification in a related technical or business field.
- At least 20 years of relevant experience, with strong construction and project management exposure on large infrastructure programs.
- Minimum 3 years of professional experience in Qatar, which is mandatory.
- Prior success in senior leadership positions such as Construction Director, Principal Project Manager, or a similar role.
- Broad operations management experience, including supervision of personnel, site activity, and facilities.
- Ability to run several projects and teams simultaneously in a fast-moving, client-focused setting.
- Strong understanding of commercial and contractual matters, including claims, variations, and contract administration.
- Excellent communication, negotiation, and stakeholder management abilities.
- Proven capability in leadership, team development, and mentoring.
Preferred qualifications
- Master’s degree in Engineering, Construction Management, or Business Administration (MBA).
- Professional certification such as PMP or an equivalent credential.
- Previous experience with Ashghal, Qatar’s Public Works Authority, is an advantage.
- Background in delivering major infrastructure programs across the GCC region.
- Experience with program-level performance management, digital project controls, and reporting tools is desirable.
